City Council Regular Meeting Minutes <br />May 23, 2006 <br />Page 4 <br />1 one of the haulers was doing single sort recycling in the City of St. Anthony. She pointed out <br />2 there is nothing in the Ordinance about single sort, but the problem was with the hauler doing <br />3 single sort every two weeks. The ordinance specifically states recyclables would be picked up <br />4 weekly. <br />5 <br />6 Assistant City Manager Moore -Sykes and Jay Hartman, Public Works Director, met with the <br />7 three haulers. Ms. Moore -Sykes indicated all three haulers would prefer single sort, but for the <br />8 City's restrictive Ordinance requiring every week. <br />9 <br />10 Assistant City Manager Moore -Sykes reported that Mr. Eric Sederstrom volunteered to survey <br />11 his customers to determine the level of satisfaction with the single sort recycling program. Ms <br />12 Moore -Sykes stated that generally all customers are in favor of single sort recycling. She <br />13 reported all three haulers agreed to ask for a change in the Ordinance from weekly to bi-weekly <br />14 pick up. This would not impact weekly garbage pickup. <br />15 <br />16 Mayor Faust asked if all haulers are currently in compliance. <br />17 <br />18 Assistant City Manager Moore -Sykes replied two haulers are in compliance and the third stated <br />19 he would comply until and if the Ordinance could be changed to a bi-weekly pickup. <br />20 <br />21 Councilmember Stille asked what the Ordinance says in regards to the garbage containers and <br />22 storage. <br />23 <br />24 Assistant City Manager Moore -Sykes replied the Ordinance states garbage containers could be <br />25 taken out the night before and must be taken back to the garage or out of sight of the street within <br />26 24 hours. <br />27 <br />28 Councilmember Horst asked if the single sort container would be different than the blue bins <br />29 currently used. <br />30 <br />31 Assistant City Manager Moore -Sykes stated the containers would be a different. She indicated <br />32 with single sort, residents would put all recyclables into one container. There is a significant list <br />33 of the items that could go into the single sort container. <br />34 <br />35 Councilmember Horst asked if there are penalties for not properly recycling. <br />36 <br />37 Councilmember Gray asked what the additional costs are to the homeowner. <br />38 <br />39 Assistant City Manager Moore -Sykes stated there is no cost to recycle and there is no penalty for <br />40 not recycling. <br />41 <br />42 Assistant City Manager Moore -Sykes stated the City provides the recycle container. <br />43 <br />44 Mayor Faust suggested an education program to let residents know about the changes. He would <br />45 guess the reason for not using the blue bin is because it is more cost effective to use a bin that <br />46 can be picked up with the truck arm. <br />4 <br />
