Water Quality <br />The water quality model for the City will be updated to reflect the additions and <br />changes to the City's drainage areas. This component of the plan will include: <br />• A review and summary of the water quality within the City. <br />• Development of a future sampling program that provides an analysis of key <br />water bodies within the City. <br />• Update of water quality policies in conformance with the requirements of the <br />Minnesota Pollution Control Agency, especially with regard to stormwater <br />discharge to the Mississippi River. <br />• The P-8 Water quality Model will be updated to assist in predicting runoff <br />pollutant loadings from areas within the City, analyzing treatment capabilities of <br />existing and proposed retention basins, and developing local recommendations <br />relative to enhancing water quality management. <br />Task 2: Update the Goals and Policies <br />Goals and policies for the management of water resources in the City will be updated based on <br />input from residents, City staff, and regulatory agencies. Goals and policies will be developed <br />for the following areas of water resource management: <br />• Water Quantity <br />• Water Quality - Silver Lake, Mirror Lake and Mississippi River <br />• Stormwater Pond Design and Alternative Treatment Methods <br />• Recreation, Fish, and Wildlife <br />• Enhancement of Public Participation Information and Education <br />• Groundwater <br />• Wetlands <br />• Erosion <br />Task 3: Update Problems and Corrective Actions <br />A planning level analysis of water resource management problems identified within the City <br />during the data collection process will be reviewed and updated as needed. This task will <br />include discussion of the discharge of stormwater across municipal boundaries, the issues <br />associated with Silver Lake, Mirror Lake, the Mississippi River, and storm pond aesthetics. <br />The corrective actions will also be revised and updated in accordance with the goals and <br />policies developed in the previous tasks. <br />Task 4: Update Implementation Priorities/Implementation Programs: <br />The water resources studies, programs and capital improvements that have been identified <br />either through the Goal and Policies Section, or the Problems and Corrective Actions <br />Section, will be identified within this portion of the Plan. These identified programs, studies <br />and capital improvements will be prioritized and an estimated cost to complete each will be <br />provided. This will give the City clear direction in implementing the Water Resource <br />Management Plan.
