Resolution 07-052; Authorize Plans, Specifications and Ad for Bid for Utility 3 Connections along Silver Lake Road 4 5 Mr. Hubmer stated this resolution provides for the preparation of plans specifications, and 6 advertising for bids for the installation of a new meter boxes and connections for residences 7 along Silver Lake Road that currently receive electrical power from overhead lines. Ile stated 8 Xcel Energy would relocate the utilities underground to the meter boxes of individual boxes; 9 however, a new meter box installation is necessary for the electrical changeover to occur from 10 the overhead to underground utilities. 11 12 Motion by Councilmember Stille, seconded by Councilmember Thuesen, to approve Resolution 13 07-052, a Resolution authorizing the preparation of plans, specifications, and advertising for bids 14 for utility connections along Silver Lake Road. 15 16 Motion carried unanimously 4/0. 17 18 B. Quarterly Goals Update 19 20 City Manager Mornson reported on the quarterly goal update. Ile explained equal importance is 21 given to each of the five goals. 22 23 Goal #1 is the Reconstruction of Silver Lake Road. He pointed out the three resolutions adopted 24 started the process. He stated the three actions planned include awarding bids for tree removal 25 and utility work at the August meeting, the City is to enter into a contract with Hennepin County 26 in September or October 2007, and later this fall, Council will need to authorize Ehlers and 27 Associates to enter into the bond process. 28 29 Goal 2: Develop a Feasible Broadband Plan. He reported several meetings on broadband have 30 been held. Did get report Columbia Telecommunications; however, the council decided it is not 31 ready to proceed. He reported Staff is working with North Suburban Telecommunications in a 32 joint effort with ten cities and with the League of Minnesota Cities to discuss working together 33 on a state-wide broad band. He stated Assistant City Manager Moore -Sykes and 34 Councilmember Gray would represent the City on the committee. 35 36 Goal 3: Re -Codification of City Ordinances. City Manager Mornson stated the City entered into 37 a contract through the League of Minnesota Cities to re -codify the City ordinances. He stated 38 Staff might consider adding issues such as updating the housing code goal to include rentals in 39 single family residences and sign ordinances. 40 41 Goal 4: Identify Environmental Priorities for the City. City Manager Mornson reported the City 42 hosted a best management practices for plowing with the Middle Mississippi Water Shed District 43 and Public Works from St. Anthony and surrounding cities. He commented a similar event is 44 planned for private snow plowers. He reported Staff is also working with the Middle Mississippi 45 Water Shed District to monitor storm water at the south end of the City. He stated a feasibility 46 study is underway to consider constructing a storm water treatment facility at the south end of St. 10
