SECTION V <br />Infiltration/Volume Control <br />The City will require new development to infiltrate storm water <br />runoff in all areas except where it is demonstrated the risk to <br />groundwater quality is significant, the land use is incompatible, or <br />soils are not conducive to infiltration. For projects that use <br />infiltration, the following policies apply: <br />• Pretreatment of storm water to NURP guidelines will be required <br />prior to discharge to an infiltration basin. <br />• The infiltration basin will be sized to infiltrate the runoff from the <br />impervious surface area from a 0.34 inch rainfall event in 72 <br />hours. <br />• Infiltration rates of the soil shall be calculated using the following <br />guidelines based on the soil's hydrologic group: <br />Hydrologic <br />Soil Group <br />Infiltration <br />Rate <br />A <br />0.50 in/hr <br />B <br />0.25 in/hr <br />C <br />0.10 in/hr <br />D <br />0.03 in/hr <br />Actual infiltration data for the soils on the site obtained from <br />percolation tests conducted by a qualified engineer or soils scientist <br />may be used instead of the rates outlined here, if available. <br />Wetlands <br />Developers <br />Wetlands will be protected within the City boundaries to assure that Developers, <br />the value of wetlands in relation to their surface water quantity Residents <br />benefits are not significantly impacted by development. <br />The City will protect wetlands to assure that their fish and wildlife, City, Developers <br />environmental quality, and socio-economic values are maintained. <br />The City of St. Anthony designates the Rice Creek Watershed Review Agency <br />District as the local governmental unit responsible for wetland <br />management in conformance with the Wetland Conservation Act <br />rules developed by the Board of Water & Soil Resources. <br />4 The City will utilize wetland inventory information developed by the City <br />U.S. Fish and Wildlife Service and the Minnesota Department of <br />Natural Resources. <br />City of St. Anthony Section V — Page 9 <br />WSB Project No, 1626-25 <br />August 2007 <br />37 <br />
