SECTION V <br />STRATEGY: REGULATION <br />No, ` <br />Policy <br />Tac et Audience <br />5 <br />Prior to any site development activities, the City will require a site <br />City, Developer <br />inspection to identify the location and extent of any wetlands <br />present. The proponent of the site development shall have the <br />burden of providing to the City a report showing the on-site <br />inspection and delineation of all wetland areas by a qualified <br />consultant. If any wetland encroachment is proposed, wetland <br />values and impacts will be evaluated on a case by case basis in <br />conformance with the rules associated with the Wetland <br />Conservation Act of 1991. <br />6 <br />Any review of a proposed wetland encroachment will initially <br />City, Developer <br />address the issue of avoidance. It will be the City's policy that prior <br />to allowing any wetland encroachment, all reasonable attempts to <br />avoid such alteration must be demonstrated. This avoidance <br />review must also consider the reasonableness of the no build <br />alternative. <br />7 <br />Wetland alterations due to excavation, water level changes, or other <br />City, Developer <br />activities which alter the character of a wetland will require a permit <br />from the RCWD. <br />8 <br />Wetland alterations shall satisfy additional constraints of flood <br />City, Developer <br />management policy (spoils placement in non -floodplain upland <br />areas). <br />Erosion and Sediment Control <br />1 <br />The City shall require, in conformance with the MPCA NPDESCity, <br />Developers <br />rules, the submission and implementation of erosion and sedimqin <br />control plans for land disturbance activities of one acre or more <br />size. <br />2 <br />The City will inspect sites that require a NPDES permit for erosiDevelopers, <br />City <br />and sedimentation control for all new developments and <br />Staff <br />redevelopments one acre and larger in size. <br />3 <br />Erosion and sedimentation control plans shall be reviewed and <br />City, Developer <br />enforced by the City of St. Anthony for all new developments. <br />4 <br />The City of St. Anthony will sweep the streets at least five times <br />City <br />annually. Furthermore, future purchases of street sweeping units <br />will give consideration to street sweepers which have the greatest <br />ability to remove nutrients from the streets within the community. <br />5 <br />The City of St. Anthony may adopt a soil loss limits nuisance policy <br />City <br />for construction sites. <br />City of St. Anthony Section V —Page 10 <br />WSB Project No. 1626-25 <br />August 2007 <br />
