St. Anthony Nm New Brighton <br />INDEPENDENT SCHOOL DISTRICT 282 <br />December 15, 2008 <br />Mr. Mike Mornson, City Manager <br />City of St. Anthony Village <br />3301 Silver Lake Road <br />St. Anthony, MN 55418 <br />Subject: St. Anthony — New Brighton Schools <br />Proposed Sitework Safety Improvements <br />Dear Mike: <br />As you know, the St. Anthony — New Brighton School District is currently in the process of <br />planning and design for our upcoming facility improvement projects that will be completed at <br />both District facilities. Included in the project scopes are a number of maintenance -related <br />improvements including ventilation system improvements, interior space renovations, building <br />additions for a computer lab at Wilshire Park and expansion of the kitchen at the MSAIS <br />Building. In addition, there will also be significant site related modifications and enhancements <br />to improve safety and traffic flow at the MS/I-IS Building. <br />The purpose of this letter is directly related to the site -related improvements at the MS/HS <br />building. In order to improve safety for students, staff, and other visitors, a key component of <br />the proposed scope includes completely separating the bus drop-off area from the parent drop-off` <br />loop at the front (south side) of the building along 33"1 Avenue. These traffic activities currently <br />take place in the same location which is not an ideal situation. <br />The proposed solution will provide expansion of the existing front drive loop to better <br />accommodate the needs of parent drop off. Additional on-site parking will also be incorporated <br />into the expanded loop in an effort to reduce the amount of street stopping and parking along 33"' <br />Avenue. Furthermore, the topography along the front of the building will be modified so that the <br />newly expanded drive loop will more closely follow the current grade of 33`s Avenue. This will <br />greatly improve sightlines along 33`6 Avenue, which will allow for safer access to and from the <br />drive. <br />In addition, the proposed solution includes the development of a new dedicated bus loop on the <br />existing service road located immediately to the west of the MS/HS building. This new <br />dedicated bus loop will ensure the much needed safe separation between buses and vehicles at <br />the beginning and end of each school day. Based on existing information, we are aware that the <br />existing service road located immediately west of the building is a City -owned service road.
