City Council Regular Meeting Minutes <br />June 23, 2009 <br />Page 3 <br />Motion by Councilmember Stille, seconded by Councilmember Roth, to adopt Resolution 09- <br />062; Approving the Contract Agreement for Police Services with the City of Lauderdale and <br />Authorizes the Mayor and City Manager to Execute Said Agreement. <br />Motion carried unanimously. <br />C. Consider Ordinance 2009-005; Section 72.36; Parking during Snow Removal (2°a <br />reading). <br />10 City Manager Morrison reviewed the ordinance with the Council and indicated this is the second <br />11 reading of Option 2. This option proceeds with the current ordinance. <br />12 <br />13 Motion by Councilmember Gray, seconded by Councilmember Roth, to approve the Second <br />14 Reading of Ordinance 2009-005; Section 72.36; Parking during Snow Removal (Option 2). <br />15 <br />16 Mayor Faust noted the proposed ordinance states that no person shall park a vehicle on any city <br />17 street for a period of 48 hours, commencing immediately after 2 inches or more of continuous <br />18 snowfall or until snow removal has been completed curb to curb. This ordinance was in place <br />19 last year. Prior to that there was a parking ban from 3 a.m. to 7 a.m., November ls` to April 1". <br />20 <br />21 Councilmember Stille stated his opposition to Option 2. He stated his position that it is easier to <br />22 implement the snow plowing exercise with the previous parking ban from 3 a.m. to 7 a.m. He <br />23 stated it is more efficient, there are safety considerations, and the effects are positive to the <br />24 integrity of the community. He requested support from the Council in encouraging staff to follow <br />25 the parking ordinance. He pointed out that there are times after snowfalls where cars have been <br />26 parked on the street for two to three days, which violates the snowplowing ordinance and the <br />27 parking ordinance prohibiting vehicles from being parked on the street for more than 24 hours. <br />28 He stated if these ordinances are enforced it will go a long way towards mitigating negative <br />29 impacts from proceeding with Option 2. He stressed that the streets should be used to park <br />30 vehicles, not to store them. <br />31 <br />32 City Manager Morrison indicated he would recommend giving discretion to the Police <br />33 Department on when vehicles are towed. <br />34 <br />35 Councilmember Stille clarified that he is encouraging that the Police Department be more <br />36 forceful in towing vehicles in accordance with the parking ordinance, but not at the expense of <br />37 being difficult for the citizens. <br />38 <br />39 Councilmember Gray stated his agreement with enforcing the parking ordinance to ensure that <br />40 vehicles are not parked on the street long term. <br />41 <br />42 Councilmember Thuesen stated he is not in favor of allowing vehicles to be parked on the street <br />43 until there is a snowfall. He stated his support of the previous ordinance restricting parking at <br />44 certain times.
