CONSENT AGENDA. <br />A. Consider November 13, 2012, Council meeting minutes; <br />B. Consider licenses and ermits; <br />C. Consider payment of claims; <br />D. Consider Northwest Youth and Family Services Contract Amendment; and <br />E. Consider Resolution 12-086; Approving the Submittal of the 2013 Ramses County Score <br />Funding Application. <br />Mayor Faust noted that Consent Agenda item D is a contract amendment merging the White <br />Bear Lakes Area Community Counseling Center into the Northwest Youth and Family Services <br />Contract at no cost to the City. He also noted that Consent Agenda item E is the Score funding <br />application for the recycling and yard waste collection site in Ramsey County that is open to all <br />residents of the City. <br />Motion by Councilmember Stille, seconded by Councilmember Jenson, to approve the Consent <br />Agenda items. <br />Motion carried unanimously. <br />IV. PUBLIC HEARING. <br />None. <br />V. REPORTS FROM COMMISSION AND STAFF. <br />None. <br />VI. GENERAL BUSINESS OF COUNCIL. <br />A. Resolution 12-087; Approval of Plans & Specifications and Order Advertisement for <br />Bids for the 2013 Street Improvement Project 'Todd Hubmer, WSB & Associates <br />presenting. <br />City Engineer Hubmer presented the 2013 street and utility improvement project and explained <br />the 2013 project includes Edward Street from 36°i to 35t' Avenues as well as 36°' Avenue from <br />Roosevelt to Silver Lake Road. Ile stated the project involves replacing the sanitary sewer <br />which has reached the end of its useful life, installation of new water main on Edward and 36"i, <br />placement of a new fire hydrant on Edward Street to increase coverage, adding additional storm <br />sewer on 36°i Avenue that will allow the system to perform better, as well as back yard drainage <br />improvements to resolve drainage issues. He stated the project affects some corner lots that were <br />assessed in last year's project and the City will meet with those property owners to make sure <br />their assessments are calculated properly. Fle indicated the project will also replace the existing <br />pavement, which is in poor condition, with asphalt. He stated that 35% of the cost of street <br />reconstruction improvements will be assessed to property owners with the rest paid through the <br />City's General Levy, the sanitary sewer improvements will be paid entirely by the City and <br />
