City Council Regular Meeting Minutes <br />May 14, 2013 <br />Page 3 <br />Motion by Councilmember Roth, seconded by Councilmember Jenson, to approve Resolution <br />13-040; a Resolution Accepting the Salo Pond Water Quality Improvement Project Plans and <br />Specifications and Ordering Advertisement for Bids. <br />Motion carried unanimously. <br />7 City Engineer I-Iubmer provided an update regarding the carp removal program stating the <br />8 program is being coordinated through and funded by Columbia Heights, New Brighton, Rice <br />9 Creek Watershed District, and the City. He advised that last week seine nets were used to net <br />10 seven fish and this week they were able to record six of the seven fish. Ile stated they will <br />11 continue to track the fish throughout the summer and will be doing another seining effort in two <br />12 weeks to capture more fish and to clip fins in order to provide an idea of the total mass of carp <br />13 taken out. Ile stated that based on observations there is a large carp population in the lake that is <br />14 impacting the ecology of the lake. He also provided an update regarding the 2013 street <br />15 improvement project stating that a newsletter was sent and removal of roadways will begin the <br />16 end of May. FIe advised the second lift of asphalt in the 2012 street improvement project will <br />17 occur next month and a newsletter will be sent regarding this. He asked residents to contact him <br />18 or Justin Messner with any unresolved issues so that they can be added to the punch list to make <br />19 sure the contractor completes the work. He also advised that a meeting is scheduled for next <br />20 week regarding the stormwater system on the south end of St. Anthony Village and mailings <br />21 have been sent to residents. <br />22 <br />23 B. Summer Survival School Presentation. Police Chief John ON and Officer Jim South <br />24 presenting. <br />25 <br />26 Officer South presented highlights from last year's Summer Survival School and stated this <br />27 year's program for 3"1 and 4°i graders will be held June 12-13 and will be expanded to include <br />28 Falcon Heights and Lauderdale and they are hoping to have 45 kids in the program. Ile <br />29 presented several photographs from the 2012 Summer Survival School, which included firearm <br />30 safety, severe weather safety, household chemical safety, internet safety, bike safety, as well as a <br />31 presentation from the East Metro SWAT team, a K-9 demonstration, physical fitness awareness <br />32 that included an obstacle course, and a DWI presentation. He stated that Hennepin County <br />33 Medical Center brought an ambulance, the Fire Department provided a tour of fire trucks and <br />34 gear, and Xcel Energy provided a presentation on the dangers of electricity. He stated they are <br />35 going to be teaching CPR this year and will also be adding a kitchen safety component. He <br />36 thanked the City Council for its ongoing support of the Summer Survival School. <br />37 <br />38 Mayor Faust expressed the City Council's thanks to Officer South for taking the initiative to put <br />39 together this program and commended him for his efforts in reaching out to other agencies. <br />40 <br />41 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />42 <br />43 City Manager Casey reported that the City's cleanup day on May 4°i had 243 cars compared to <br />44 168 last year and thanked all the community members who participated in the event. <br />45 <br />
