IV. Training <br />2013 Annual Report · Fire Department · St. Anthony Village, Minnesota <br />9 <br />1st Responder Medical Refresher Training <br />In 2013 the Fire Department continued 1st Responder Medical Refresher <br />Training in-house. This was completed by conducting two classes <br />to one fire fighter and 23 police officers. The cost savings to the <br />City is conservatively 50% and has other benefits as well. Greater <br />interoperability with departments, employee convenience, and lower costs <br />due to less overtime and parking were also realized. <br />Emergency Medical Services (EMS) Training <br />New Emergency Medical Services (EMS) standards were approved by the <br />State and the Fire Department submitted the new program application <br />and acquired a medical director. Through relationships with Hennepin <br />County Medical Center (HCMC) St. Anthony Village is able to use the Fire <br />Department’s medical director in this role at no cost. <br />In addition, the Fire Department contracted with HCMC EMS Education to <br />have Emergency Medical Technician (EMT) Refresher Training delivered <br />on site in the evenings. The tuition cost remains the same, but increased <br />convenience and savings on parking and overtime are realized benefits. <br />This program continues to work well and will be implemented moving <br />forward. <br />Fire Department Education and Training Program <br />The Fire Department Education and Training Program continued in 2013. <br />Outside training classes in cardiopulmonary resuscitation (CPR), First <br />Aid, Fire Extinguishers, and Hazardous Waste Operations and Emergency <br />Response (HAZWOPER) were provided to outside agencies for a fee <br />in 2013. On-duty personnel do not lead the classes, so it does not <br />take away from the City’s coverage and the class is not interrupted for <br />emergency calls. The money received from these classes has allowed the <br />Fire Department to purchase props, training materials, training supplies, <br />and cover instructor wages with no impact on the City budget. <br />Minnesota Board of Firefighter Training and Education <br />The Minnesota Board of Firefighter Training and Education grant from <br />2012-2013 was fully utilized this past year, and additional monies were <br />applied for and received ($4,635.76). This training is being used for <br />rookie training for the time being, however the future of this program is <br />unsure as less funding is available and training through technical colleges <br />is becoming the new normal. <br />Blue Card Incident Command Training <br />The Blue Card Incident Command Training was completed by two officers. <br />This is a combination of 50+ hours of on-line instruction and a 24-hour <br />in-person simulation lab. Looking forward, it is the intent to expand this <br />training to the remaining officers within the City.
