G.9 Approve Resolution Approving Final Plat for Frenchman Place 3LI Addition Amcon Construction Company, LLC., on behalf of Growing Generations Daycare, is requesting approval of a final plat for a subdivision known as "Frenchman Place 3rd Addition" for the creation of one lot. Staff recommends Council approve the final plat for Frenchman Place 3rd Addition, subject to the conditions listed in resolution 2008-17. G.10 Approve Installation of Playground Equipment in Fable Hills At their meeting of January 13, 2016, the Parks Commission approved a Parks Capital Improvement Plan. They included $50,000 for a neighborhood playground to be constructed in 2016. A park and playground in Fable Hill has been discussed at multiple meetings and has been included on previous CIPs for construction in 2018. Through park dedication, the City received park property in the Fable Hill Neighborhood which was recently improved to include perimeter trees, park shelter, and irrigated open space. At their meeting of February 10, 2016, the Parks Commission recommended construction of a playground at the new park in Fable Hill with a budget that includes $50,000 from the Special Park Fund and $20,000 from the Fable Hill Homeowners Association. G.11 Approve Memorandum of Understanding with Fable Hills HOA for Equipment Donation At their meeting of February 10, 2016, the Parks Commission recommended approval of a draft Memorandum of Understanding with the Fable Hills Homeowners Association for the purpose of accepting a $20,000 donation towards a playground at the new park. The agreement includes the requirement that the City of Hugo provide the remaining costs for the playground and start construction in 2016. G.12 Approve Wetland Replacement Plan for Frenchman Place 3ra Addition The Growing Generations Daycare and Frenchman Place 3rd Addition development includes a proposal to fill 3,680 square feet of wetland associated with the construction of the parking lot for the daycare facility. The applicant is proposing to use project specific wetland credits generated by the Rosemary Way wetland mitigation completed in 2014. These credits are available for projects within the Frenchman Place development. However, the credits are not yet certified for use. The wetland credits are planned to be certified after monitoring over 5 years. WCA rules allow the LGU to approve wetland replacements in advance of the credits being available when an escrow is provided to the City to be used to purchase wetland bank credits in the event the credits are not certified. The applicant is required to provide an escrow to the City in the amount of $10,150.00 as a condition of approval for the development. The proposed wetland replacement plan is in accordance with the replacement standards under MN Rules 8420. Staff recommends approval of the wetland replacement plan for Frenchman Place 3rd Addition. G.13 Approve Sale of 2000 Chevy 2500 Fire Department Truck Approved at the February 1, 2016 City Council meeting was the advertisement for the sale of the 2000 Chevrolet 2500 Fire Department truck through a sealed bid process. Staff is pleased to inform the Council that a high bid of $7,351.00 was submitted by Stanley Johnson of Clarissa, MN. A total of nine bids were received with the second highest bid being $6,801.00.
