Growing Generations Daycare —Site Plan and Final Plat
Frenchman Place 3rd Addition
Page 2
3. CONTEXT:
A. Surrounding Land Use and Zoning
The property to the south, across CSAH 8, is zoned Planned Unit Development (PUD) and is
part of the Victor Gardens development (Victor Gardens Commons). The property is occupied
by commercial buildings. The property to the west is zoned General Business (C-2) and is
occupied by Health Partners and Children's Hospital Clinic. The property to the north and east is
a vacant parcel, part of the Frenchman Place development, that is zoned General Business (C-2).
These parcels are planned for future commercial buildings and includes a stormwater pond.
B. Existing Site Characteristics
The 1.89 acre site is currently vacant. The site is generally flat and contains two wetlands, one
of which is proposed to be filled, within the current site plan.
4. No approvals were granted for the commercial lots, therefore, the applicant is
requesting approval of a site plan and final plat for the development of a new daycare building.
5. ANALYSIS:
A. Level of City Discretion in Decision -Making
The City's discretion in approving or denying a site plan and final plat is limited to whether or not
the proposed project complies with the Comprehensive Plan and Zoning Ordinance requirements.
If it meets these standards, the City must then approve the site plan and final plat.
Final Plat
Staff finds that the final plat is consistent with the preliminary plat and meets all ordinance
requirements for the General Business (C-2) zoning district. However, there are two wetlands on
