Victor Gardens North Village 7' Addition
Page 3
commonly referred to as Traditional Neighborhood Development (TND), In short, the
design concept includes 1) neighborhoods defined by public spaces, 2) a range of housing
types, 3) street designs and pedestrian walkways that keep cars in perspective, 4)
architecture that responds to its surrounding and local traditions, and 5) a mix of land
uses to meet the daily needs of residents.
PUD Amendment
The applicant is requesting a PUD amendment to re-6se the plans as follows:
Instead of the Vantage and Courtyard townhomes, the developer is proposing two new
products that have not yet been built in Victor Gardens. A slab on grade patio style home
and a slab on grade twinhome, both with optional lofts.
The slab on grade units are marketed towards empty nesters, retirees and active adults.
The buildings have a single level, optional lofts, 2 -car garages and covered porches.
These units provide a housing option that is limited in Hugo and staff believes this is a
good addition to the neighborhood.
The applicant has stated that the development will have a Home Owners Association
(HOA) and maintenance would be provided for items, such as, common space,
landscaping, snow plowing, and garbage removal.
Building Materials /Elevations
The applicant has proposed vinyl lap and shake siding with aluminum trim, stone and
brick accents, and asphalt roofing. Material samples and details have been provided.
Staff reviewed the plans to ensure that building elevations now approved were consistent
with the architectural quality previously approved and the Hugo Multi -family Design
Guidelines.
The guidelines suggest the following:
• Higher quality materials (other than lap siding) shall cover at least 25% of the
building and should be incorporated on all sides.
• Architectural elements used on the front elevation (such as brick or stone,
shutters, etc) shall be continued on all elevations.
• Garage doors should match the main color of the unit.
• A variety of colors are encouraged to be used on the units.
• Mechanical equipment shall screened in an aesthetically pleasing fashion, such as
landscaping.
The applicant has provided several different color packages that emphasize the
beige/grey color palette, with some contrast proved primarily by, the gables, with
horizontal siding and shake colors. All garage doors should be a color to minimize the
impact of the garages.
