Hugo City Council Meeting Minutes for April 7, 2014 <br />Page 5 of 9 <br />Approve Award of Bid for the 2014 Seal Coating Proiect <br />At its February 3, 2014 meeting, the Hugo City Council authorized City staff to advertise and <br />receive bids for the 2014 seal coat project. Bids were received and opened on March 27, 2014 <br />for this contract. Public Works Director Scott Anderson explained the project area and stated <br />that two bids were received. Some of the funding for the project comes from State Aid <br />Maintenance dollars. <br />Haas made motion, Klein seconded, to award the bid to the low bidder, Pearson Brothers, Inc., at <br />$145,565.47. <br />All Ayes. Motion carried. <br />Approve Award of Bid for the 2014 Gravel Road Resurfacing Project <br />At its February 3, 2014 meeting, the Hugo City Council authorized City staff to advertise and <br />receive bids for the delivery of gravel for the City's gravel road resurfacing project. Bids were <br />received and opened on March 27, 2014 for this contract. Public Works Director Scott Anderson <br />explained that new gravel specification and dust control are producing higher quality roads that <br />last longer. Two bids were received. <br />Haas made motion, Petryk seconded, to approve the award of contract to MJ Raleigh Trucking to <br />supply Class 5 modified (60% crushed) aggregate at $8.18 per ton. <br />All Ayes. Motion carried. <br />Update and Discussion on Stormwater Plan <br />At its December 16, 2013 meeting, the Council formed a Committee to work on issues related to <br />water conservation. One of the issues the Committee worked on was revisions to the City's <br />Stormwater Policy. The Planning Commission considered these revisions at their March 13, <br />2014 meeting and provided comment. <br />Planner Rachel Juba talked about the process. The existing Stormwater Management Plan was <br />adopted in 1998. Stormwater management plans are required to be updated every ten years with <br />rhe Comprehensive Plan and must be consistent with Watershed District Rules. The Rice Creek <br />Watershed District was in the process of revising the rules when the 2030 Comprehensive Plan <br />was approved in 2010. The Metropolitan Council approved the Plan with the condition that the <br />Stormwater Management Plan be completed once the rules were revised. The RCWD competed <br />their revisions to the rules last summer, and the City is now updating the Plan. <br />Bob Barth, WSB and Associates, presented the goals and policies to reduce, reuse, and replenish <br />the City's water resources and the need the need to do this on a regional basis. He talked about <br />the Oneka Ridge Golf Course water reuse project and what it meant for development. <br />The Council discussed the changes the RCWD made in their ponding and infiltration policies <br />due to pressure from the City of Hugo. Council also talked about the need for the District to be <br />involved in appropriation permits. <br />
