Hugo City Council Meeting Minutes for May 5, 2014 <br />Page 4 of 8 <br />Approve Temporary Liquor License for the Hugo Good Neighbor Days Event <br />The Hugo Lions Club has applied for a Temporary Liquor License for the Good Neighbor Days <br />event to be held on June 5-8, 2014 in Lions Park. The Lions will be selling beer, and there will <br />be a Bloody Mary bar. The City has received the appropriate Certificate of Liability Insurance <br />and the Hugo Fire Department will be checking I.D.s. Adoption of the Consent Agenda <br />approved the Temporary Liquor License for the Hugo Good Neighbor Days Event. <br />Approve Application to Conduct Off -Site Gambling During Hugo Good Neighbor Days <br />Event <br />The Hugo American Legion has applied for a permit to conduct off-site gambling in the form of <br />Bingo during the Hugo Good Neighbor Days Festival on June 5-8, 2014. Adoption of the <br />Consent Agenda approved the application for off-site gambling for the Hugo American Legion. <br />Approve Resignation of Parks Chair Jim Taylor and Advertisement for Vacancy <br />Parks, Recreation, and Open Space Commission Chair Jim Taylor has submitted his letter of <br />resignation effective immediately. Adoption of the Consent Agenda approved the letter of <br />resignation and the advertisement for vacancy. <br />Approve Appointment of Tom Windisch as Chair of the Parks Commission <br />As established by Ordinance, the Chairperson of the Parks Commission is appointed annually by <br />the Mayor with approval of the City Council. Mayor Weidt has appointed Parks Commissioner <br />Tom Windisch to fill the vacant position of Parks Chair created by the resignation of Jim Taylor. <br />Adoption of the Consent Agenda approved this appointment. <br />Approve Resolution for Site Plan for Hugo Senior Housing <br />National Senior Housing Services, LLC, 1849 Orchard Hill Rd, St. Paul, MN 55118, is <br />requesting approval of a site plan for a three story, 99,200 square foot senior housing facility on <br />a five acre parcel. The 100 unit facility will include 29 independent living units, 49 assisted <br />living units, and 22 memory care units. The memory care area on the northwest side of the <br />building will be one story. The proposed site plan is on a proposed lot within the plat for Lavalle <br />Fields. The property is located west of Lions Park with access off of Finale Avenue across from <br />146th Street. At its April 24, 2014 meeting, the Planning Commission unanimously <br />recommended approval of the resolution for the site plan for the senior housing facility to the <br />City Council. Adoption of the Consent Agenda approved RESOLUTION 2014-13 <br />APPROVING A SITE PLAN FOR NATIONAL SENIOR HOUSING SERVICES, LLC, FOR A <br />SENIOR HOUSING FACILITY ON THE PROPERTY LOCATED NORTH OF 145TH <br />STREET AND WEST OF FINALE AVENUE NORTH. <br />Update on the 2014 Spring Cleanup Event <br />The City of Hugo and Washington County held the Annual Spring Cleanup Event on Saturday, <br />April 26, 2014. Public Works Director Scott Anderson provided an update to the Council stating <br />that the event was very well attended. Washington County Environmental services collected the <br />
