Hugo City Council Meeting Minutes for June 16, 2014 <br />Page 3 of 8 <br />surplus, with proceeds going to the City, and authorized the unit be sold in a manner determined <br />by the Fire Department. <br />Approve Recreational Program Policy <br />In follow-up to the joint workshop of the City Council and Parks, Recreation, and Open Space <br />Commission held on April 9, 2014, a Recreation Program Policy was drafted. At their meeting <br />of June 11, 2014, the Parks Commission recommended approval of the policy which included <br />three main goals: partner with local program providers; encourage use of Hugo parks, trails and <br />facilities; and to offer a variety of quality programs and events. Adoption of the Consent Agenda <br />approved the Recreational Program Policy as presented. <br />Special Event Permit for Parenting with a Purpose Motorcycle Ride on June 28, 2014 <br />Staff added this to the agenda. Parenting With a Purpose applied for a Special Event Permit to <br />hold a MN Mentoring Ride on Saturday, June 28, 2014. The ride will begin at Saks Restaurant <br />in Vadnais Heights and will end at the Hanifl Fields Shelter. This is a fundraising event to bring <br />awareness and financial support for their programs that connect children of prisoners to caring <br />adults. Adoption of the Consent Agenda approved the Special Event Permit for the MN <br />Mentoring Ride on June 28, 2014 <br />Award of Bid - 165th Street/Intiersoll Ave Mill and Overlay Proiect <br />At its March 17, 2014 meeting, the Council ordered the preparation of plans and specifications <br />for the 165th Street and Ingersoll Avenue street improvements, east of TH61. The City opened <br />bids on June 5, 2014, and four bids were received with the low bid being submitted by North <br />Valley, Inc. in the amount of $620,843.45. <br />Haas made motion, Klein seconded, to award the construction contract to North Valley, Inc. in <br />the amount of $620,843.45 <br />All Ayes. Motion carried. <br />Public Hearing - Proposal for Issuance of Charter School Lease Revenue Bonds <br />The City was asked to consider issuing Charter School Lease Revenue Bonds, in an amount of <br />no more than $20 million, on behalf of CS Property Noble, LLC (CSPN). CSPN is a Minnesota <br />nonprofit liability company. CSPN will use the bond proceeds to finance the acquisition, <br />construction, and equipping of an approximately 95,000 square foot school facility in Brooklyn <br />Park to be leased to Noble Academy. Noble Academy is approved as a K-8 charter school by the <br />Minnesota Department of Education. CSPN will pay the City an issuance fee of 0.25% of the <br />par amount of the bonds. Although this will preclude the City from issuing additional bonds in <br />2014, the City has no further plans to borrow this year. Briggs and Morgan, the City's bond <br />counsel, reviewed this request and found it to be a proper use of the City's bonding authority. <br />The City of Hugo is only serving as the bond issuer and will have no obligations for repaying <br />investors. At the May 19, 2014 meeting, the Council adopted the resolution calling for a public <br />hearing on the issuance of the bonds. <br />
