Hugo City Council Meeting Minutes for June 16, 2014 <br />Page 4 of 8 <br />Mary Ippel from Briggs and Morgan and Kou Vang from JB realty were in attendance to address <br />any concerns the City Council had. <br />Mayor Weidt opened the public hearing to take comments. There were no comments, and the <br />Mayor closed the public hearing. <br />Bronk made motion, Klein seconded, to approve RESOLUTION 2014-18 GIVING <br />PRELIMINARY APPROVAL TO THE ISSUANCE AND SALE OF CHARTER SCHOOL <br />LEASE REVENUE BONDS. <br />Ayes: Bronk, Klein, Petryk, Haas, Weidt <br />Nays: None <br />Motion carried. <br />Lions Park Planning Discussion <br />At their meeting of June 11, 2014, the Parks, Recreation, and Open Space Commission <br />recommended approval of a proposal from WSB & Associates to master plan Lions Park at a <br />cost not to exceed $7,800. <br />Parks Planner Shayla Syverson provided background and presented the next steps of the <br />planning process for Lions Park. The proposal by WSB & Associates includes two stakeholder <br />meetings, a public meeting with the Parks Commission, and a public meeting with the City <br />Council. Revisions to the plan will be made following each meeting. The Parks Commission <br />appointed Dave Strub and would like to have a Council Member appointed to participate in the <br />stakeholders group. <br />Haas made motion, Klein seconded, to approve the professional services proposal by WSB & <br />Associates, and the appointment of Council Member Petryk to the Stakeholders Group. <br />All Ayes. Motion carried. <br />Recap of NRI Neighborhood Meeting on June 10, 2014 <br />At its June 2, 2014 meeting, residents in the Country Ponds Development, across TH61 from the <br />railroad spur, requested to speak at the meeting on the activities of NRI. Many residents <br />expressed frustration regarding noise from the loading of railcars at the spur. A resident located <br />near the NRI site at the north end of town also spoke about the lack of progress on the site to <br />comply with the site improvements approved by the City. Council scheduled a meeting of the <br />residents, which was held on Tuesday, June 10, 2014. <br />City Administrator Bryan Bear provided an update on the neighborhood meeting. NRI is <br />working on implementing their redevelopment and transition plan and using the railroad spur. <br />There have been complaints regarding both sites, particularly regarding the noise generated. At <br />the meeting, there was discussion on the use of the spur and the public rail easement. The <br />meeting concluded with the suggestion of establishing a subcommittee. Bear stated that NRI <br />was proposing changes in their loading practices to produce less noise and disallow dumping on <br />the ground. NRI has also been in contact with the railroad concerning a sound wall, landscaping, <br />and berms. At the NRI site, the relocation of the scale was delayed due to the paving schedule. <br />
