Hugo City Council Meeting Minutes for July 14, 2014 <br />Page 5 of 8 <br />Staff provided analysis of the variance approval criteria and recommended approval of the <br />variance. The Board agreed with the staff's findings that the variance request meets the approval <br />criteria and recommended approval of the resolution to the City Council. Adoption of the <br />Consent Agenda approved RESOLUTION 2014-22 APPROVING A VARIANCE TO <br />CONSTRUCT AN ACCESSORY BUILDING TO BE IN FRONT OF THE PRINCIPAL <br />STRUCTURE FOR THE PROPERTY LOCATED AT 12150 UPPER HEATHER AVENUE <br />NORTH. <br />Approve Resolution Approving Variance for Setback from Horseshoe Lake at 17340 <br />Henna Ave. N. - Fitzsimmons <br />Gale Fitzsimmons, 17340 Henna Avenue North, requested a variance to locate a house and deck <br />96 feet from the ordinary high water (OHW) mark of Horseshoe Lake, at the closest, where a <br />200 foot setback is required by ordinance. At its June 26, 2014 meeting, the Board considered <br />the request and held a public hearing. Staff provided background on the request and <br />recommended approval. There was no one that spoke during the public hearing except the <br />applicant. The Board agreed that the request met the criteria necessary to approve a variance and <br />recommended approval of the resolution to the City Council. Adoption of the Consent Agenda <br />approved RESOLUTION 2014-23 APPROVING A VARIANCE TO ALLOW <br />CONSTRUCTION OF A HOUSE AND DECK WITH THE SHORELAND SETBACK <br />REQUIREMENT OF HORSESHOE LAKE FOR PROPERTY LOCATED 17340 HENNA <br />AVENUE NORTH. <br />Approve Resolution Approving Final Plat for Prairie Village 3rd Addition — OP3 Prairie <br />Village, LLC <br />OP3 Prairie Village, LLC, requested approval of a final plat and development agreement in order <br />to plat 32 single family residential lots and 2 outlots. The project, to be known as "Prairie Village <br />3rd Addition", is located north of 158th Street and west of Oneka Parkway. The City Council <br />reviewed and approved the preliminary plat and rezoning for Prairie Village at its June 21, 2010 <br />meeting. The final plat will plat 32 lots from the Prairie Village preliminary plat. There are no <br />changes to the lots from the preliminary plat. Staff recommends adoption of the resolution <br />approving the Final Plat and Development Agreement for Prairie Village 3rd Addition, subject to <br />City Attorney review and approval. Adoption of the Consent Agenda approved RESOLUTION <br />2014-24 APPROVING A FINAL PLAT AND DEVELOPMENT AGREEMENT FOR OP3 <br />PRAIRIE VILLAGE, LLC, FOR "PRAIRIE VILLAGE 3rd ADDITION" LOCATED NORTH <br />OF 158TH STREET AND WEST OF ONEKA PARKWAY. <br />Approve Resolution Approving Final Plat for LaValle Fields — LaValle Fields, LLC <br />Lavalle Fields, LLC, requested approval of a final plat and development agreement in order to <br />plat 1 lot and 4 outlots. The project, to be known as "Lavalle Fields First Addition", is located <br />west of Finale Avenue and north of Frenchman Road (CSAH 8). The site is currently a vacant <br />piece of land. The City Council reviewed and approved the preliminary plat, PUD, and rezoning <br />for Lavalle Fields at its February 3, 2014, meeting. The final plat will plat 1 lot from the Lavalle <br />Fields preliminary plat. There are no changes to the lots from the preliminary plat. The lots meet <br />the minimum lot standards and requirements outlined in the regulations for overall PUD and <br />phasing plan. Adoption of the Consent Agenda approved RESOLUTION 2014-25 <br />APPROVING FINAL PLAT AND DEVLEOPMENT AGREEMENT FOR LAVALLE FIELDS <br />
