Hugo City Council Meeting Minutes for September 15, 2014 <br />Page 3 of 5 <br />performance review for City Clerk Michele Lindau. <br />Approve Annual Performance Review for Public Works Worker Paul Christianson <br />The City of Hugo hired Paul Christianson as a Public Works Worker on September 27, 2004. <br />Adoption of the Consent Agenda approved the annual performance review for Public Works <br />Worker Paul Christianson. <br />Approve Appointment of Cindy Petty as EDA Commissioner <br />On September 2, 2014, the Council interviewed three candidates for the vacancy on the EDA. <br />After discussion, Council decided to appoint Cindy Petty as the new Commissioner. Adoption of <br />the Consent Agenda approved the appointment of Cindy Petty to the EDA with a term to expire <br />on December 31, 2018. <br />Approve Resolution Adopting Preliminary Tax Levy for 2015 <br />At its August 19, 2014 midyear budget workshop, the City Council listened to a presentation <br />from Finance Director Ron Otkin highlighting revenues and expenditures to date as well as <br />projections for the 2015 fiscal year. It was the consensus of the Council that the 2015 <br />preliminary tax levy provide for no change in the urban tax rate. The total proposed 2015 <br />property tax levy of $5,717,021 keeps the urban tax rate at 36.374% of tax capacity while the <br />rural tax rate will decline by .018%. Adoption of the Consent Agenda approved RESOLUTION <br />2014-31 APPROVING PRELIMINARY TAX LEVY PAYABLE IN 2015. <br />Approve Pay Request No. 2 from North Valley Paving for 165' Street Project <br />North Valley Paving has submitted Pay Request No. 2 for work done to date on the 165th and <br />Ingersoll Avenue Mill and Overlay Project. City Engineer Jay Kennedy and Senior Engineering <br />Technician Steve Duff have reviewed the request and found it to be satisfactory for work <br />completed. Adoption of the Consent Agenda approved Pay Request No. l in the amount of <br />$142,162.09 to North Valley Paving. <br />Approve Sale of Surplus AV Equipment <br />In October of 2013, the City replaced the Council Chamber Pelco cameras and Panasonic AV <br />mixer with high definition Vaddio cameras and Production View camera controller. LPAV has <br />offered the City $325 for the old equipment. Prior to selling the equipment, the Council must <br />declare the equipment as surplus. Adoption of the Consent Agenda approved the declaration of <br />the old AV equipment as surplus and authorized it to be sold to LPAV for $325 with all proceeds <br />going to the City. <br />Discussion on 145th and Goodview Intersection Study <br />The City received a letter from a resident on 145th Street who is concerned about the need for <br />stop signs at the corner of Goodview Avenue and 145th Street. City Engineer Jay Kennedy <br />explained that approximately two years ago, the City conducted a traffic evaluation there and <br />
