Hugo City Council Meeting Minutes for October 20, 2014 <br />Page 4 of 7 <br />Weidt made motion, Petryk seconded, to approve the Dam Safety Grant Agreement with the <br />DNR. <br />All Ayes. Motion carried. <br />Haas talked about the upcoming November 4th meeting of the SPRWS. He asked John Waller, <br />RCWD Board Member and Hugo resident who was in the audience, if the RCWD knew the <br />elevation of the outlet. <br />Waller stated he did not know the answer but there is an ordinary high water level, which is <br />generally what the public waters want to be maintained at. Haas said he would like to know the <br />elevation for future conversations. He suggested someone attend the meeting of the SPRWS to <br />try to get them on board to require something be done. <br />Weidt made motion, Petryk seconded to direct Council Member Haas to attend the meeting of <br />the SPRWS on November 4, 2014. <br />All Ayes. Motion carried. <br />Discussion on Policy for Remote Meeting Attendance <br />At its January 14, 2014 meeting, Council adopted a policy for remote meeting attendance for a <br />six-month trial period. This policy would allow a council member, commission member, or <br />board member to be considered in attendance through interactive online media for the purpose of <br />determining a quorum and participating in all proceedings. City Clerk Michele Lindau provided <br />the background and explained what was in the draft policy. During the first quarter of 2014, <br />Council Member Haas attended approximately five meetings remotely using Skype <br />Bronk made motion, Klein seconded, to officially adopt the policy for remote meeting <br />attendance. <br />All Ayes. Motion carried. <br />Yellow Ribbon Network Report <br />Council Member Chuck Haas and Council Member Phil Klein reported to Council on the Yellow <br />Ribbon Network activities held recently. The Hugo Area Business Association will sponsor <br />Burger night on Wednesday, November 26, 2014. Haas thanked Floyd and Cindy Petty for <br />working with the Lions Club on signs to advertise Hamburger Night. A Gold Star family <br />member is doing an Eagle Scout project to honor his deceased brother. The project brings a <br />service member with PTSD together with a companion dog. There will be a December 6, 2014 <br />pheasant hunt for service members who will not be back in time for the November Welcome <br />Home Pheasant Hunt. There will be a package event on November 15th. Wish list items can be <br />dropped off at City Hall. Cindy Petty from the HBA stated that they will be providing chocolate <br />chip cookies for Burger Night. <br />
