Council had directed staff to draft something to support BearPower. <br />Adoption of the Consent Agenda approved the proclamation supporting BearPower. <br />Approve Tobacco License for Truckers Inn Hugo <br />David M. Olson applied for a license to make retail sales of cigarette and other tobacco product <br />at the Truckers Inn Hugo, to be located at 14815 Forest Boulevard (former Super America). Staff <br />has received the appropriate application, fee, and satisfactory completion of the criminal <br />background check. Staff recommends Council approve the Tobacco License for Truckers Inn <br />Hugo. <br />Approve Hiring of Arlo Werner as Compost Site Seasonal Worker <br />Public Works Director Scott Anderson recommended Council approve the hiring of Hugo <br />resident Arlo Werner as a Public Works Department Seasonal Employee to work at the compost <br />site. Mr. Werner would be employed to supervise the compost site for the remainder of the 2014 <br />season. Adoption of the Consent Agenda approve the hiring of Arlo Werner as a Compost <br />Site Seasonal Worker. <br />Approve Auto Dismantling License for Hugo Auto & Truck Parts <br />The City of Hugo received an application for the bi-annual Auto Dismantling License for Mike <br />Brandt, dba Hugo Auto and Truck Parts. As a requirement of the license, City staff conducts <br />annual inspection of the auto dismantling company for compliance with city, county, and state <br />code. On October 21, 2014, Hugo City staff completed the inspection and found it to be in <br />compliance with City Code as well as County regulations. City staff recommends Council <br />approve the bi-annual Auto Dismantling License for Hugo Auto & Truck Parts. <br />Approve SHIP Grant for Speed Signs at Oneka Elementary <br />The City of Hugo applied for and was awarded a $4,999 Active Living Grant from Washington <br />County as a part of the Statewide Health Improvement Program (SHIP). The grant funding will <br />be matched by White Bear Lake Area Schools to install lit speed signs in the reduced speed zone <br />at the entrance of Oneka Elementary School on Heritage Parkway. City Staff will install and <br />maintain the signage. The PTA and Health Committee at Oneka Elementary will promote <br />pedestrian transportation modes for students and staff as well as evaluate the number of students <br />walking and biking as required in the grant work plan. Staff recommends Council approve the <br />SHIP Work Plan and partnership with the White Bear Lake School District. <br />Approve Site Plan for Hugo Good Neighbors Food Shelf —15106 Francesca Ave. <br />At its October 23, 2014 meeting, the Hugo Planning Commission considered the request of the <br />Hugo Good Neighbors Food Shelf for site plan approval for their new building to be located at <br />15106 Francesca Avenue North. The request is for a 1,500 square foot building on a.58 acre <br />parcel acquired through a Community Development Block Grant administered by Washington <br />County. The Planning Commission unanimously recommended approval of the site plan. <br />
