Hugo City Council Meeting Minutes for November 3, 2014 <br />Page 4 of 8 <br />Council Member Haas removed this from the Consent Agenda to recognize Hugo Good <br />Neighbor Food Shelf representatives who were in attendance. <br />HBA President Kris Emerson and Director Cindy Petty informed Council they have received <br />$65,000 in donations; $15,000 over their goal thus far. They asked about landscaping and the <br />timing of the certificate of occupancy. <br />City Administrator Bryan Bear explained that a condition of approval required landscaping prior <br />to the issuance of the certificate of occupancy; however, if the building is constructed without the <br />landscaping because of timing, the certificate of occupancy would be granted. <br />Cindy thanked Commissioner Fran Miron for his assistance in receiving the grant money. <br />Mayor Weidt thanked Eric Maas, former City intern and current WSB employee, who assisted <br />the Food Shelf with the project. <br />Haas made motion, Klein seconded, to approve RESOLUTION 2014-35 APPROVING A SITE <br />PLAN FOR HUGO GOOD NEIGHBORS FOOD SHELF FOR CONSTRUCTION OF A <br />BUILDING ON THE PROPERTY LOCATED AT 15106 FRANCESCA AVENUE NORTH. <br />All Ayes. Motion carried. <br />Approve Memorandum of Agreement with Rice Creek Watershed District for Dam <br />The City has been working with several agencies on the repair of the Bald Eagle Lake Outlet. <br />The total cost of the project is anticipated to be $640,000. City has received $252,000 in MnDot <br />Bridge Funds, and at its October 20, 2014 meeting, Council approved the Dam Safety Grant <br />Agreement with the DNR in the amount of $160,000. The remaining cost of approximately <br />$228,000 will be split with Rice Creek Watershed District. At their October 22, 2014 Board of <br />Managers meeting, the RCWD board approved a Memorandum of Agreement between the City <br />of Hugo and the RCWD for the structure repair. <br />Council Member Haas removed this from the Consent Agenda to thank Commissioner Miron for <br />his help and Washington County's support. He also thanked staff and John Waller who has <br />cautioned the City to carefully monitor any permit that is issued because sometimes maintenance <br />requirements get included in the permit. <br />Haas made motion, Klein seconded, to approve the MOA with RCWD. <br />All Ayes. Motion carried. <br />Discussion on Washington County CIP <br />As part of its annual budget process, Washington County prepares a five-year Capital <br />Improvement Plan (CIP). The CIP includes the County's plans for roads, bridges, parks, land, <br />and public facilities. City Administrator Bryan Bear explained that the County is requesting <br />
