Hugo City Council Meeting Minutes for November 17, 2014 <br />Page 3 of 5 <br />Washington County to provide inspection services for individual septic systems in the rural area <br />of Hugo. <br />Approve Reduction in the Letter of Credit for OP3 Prairie Village LLC, Prairie Village 3rd <br />Addition <br />OP3 Prairie Village, developer, has requested the City reduce the letter of credit being held for <br />the Prairie Village 3rd Addition. Senior Engineering Technician Steve Duff had inspected the <br />work and recommended approval. Adoption of the Consent Agenda approved the reduction of <br />the letter of credit being held for the constructed improvements in the Prairie Village 3rd <br />Addition be reduced to $655,480.17 of the original letter of credit $1,393,000.00. <br />Approve Resolution for Release of Actions on Generation Acres Plat for Habitat for <br />Humanity, Inc. <br />In 2008, the developer of Generation Acres was in default of the Development Agreement in <br />regard to completing installation of the required public improvements. Prior to the expiration, <br />staff attempted to draw on the LOC and the financial institution failed to honor the LOC. In an <br />effort to preserve the City's authority to obtain the funds, the City Council passed a Resolution in <br />regard to the incomplete public improvements. This does not allow municipal action of any kind <br />to be issued within the plat until the requirements within the Development Agreement are <br />satisfied. Habitat for Humanity recently acquired the remaining property in Generation Acres. <br />Habitat for Humanity has requested that the City Council release the Generation Acres plat from <br />the Resolution that does not allow municipal action to occur. Habitat for Humanity has satisfied <br />the requirements within the Development Agreement and staff is comfortable releasing the plat <br />from the resolution. Adoption of the Consent Agenda approved RESOLUTION NO. 2014-38 <br />APPROVING NOTICE REGARDING A RELEASE FROM CERTAIN ACTION FOR THE <br />PLAT OF GENERATION ACRES. <br />Approve Annual Snowmobile Trail Application for the Hugo Snowmobile Club and the <br />Rice Creek Trail Association. <br />Each year, the Hugo Snowmobile Club and Rice Creek Trail Association submit applications to <br />the City for the purpose of providing public recreational snowmobile trails during the winter. <br />Staff recommended Council approve the 2014-2015 annual trail applications from the <br />snowmobile clubs as proposed subject to proper insurance and written permission for new trail <br />connections. <br />Council Member Petryk removed this from the Consent Agenda to hear from the Hugo <br />Snowmobile Club representatives who were in the audience. <br />Hugo Snowmobile Club President John Udstuen talked about the reopening of a trail that was <br />closed last year, and he thanked the Bramstedt family for their cooperation. He also thanked the <br />Arcand family for allowing the trail to go through their property north of 130th Street. He stated <br />that the Snowmobile Club provides recreational support to the community, and he feels they are <br />doing what the community wants.
