Hugo City Council Meeting Minutes for April 15, 2013 <br />Page 6 of 8 <br />Discussion on Water Conservation <br />During its 2013 goal setting session, the City Council approved water conservation efforts as a <br />City focus goal. The Council discussed the establishment of a water conservation committee that <br />would make recommendations concerning water conservation. At the April 10, 2013 Mayor's <br />State of the City Address, Mayor Tom Weidt outlined efforts the City has already taken to <br />conserve water within the City of Hugo and also commented on additional items the Council has <br />discussed implementing. <br />The Council expressed appreciation of residents who have, in the past, brought water <br />conservation ideas to the Council such as a requirement for topsoil in new developments, which <br />has been incorporated into Development Agreements, and rain and soil monitoring sensors for <br />irrigation systems. Other ideas by staff and Council include storm water reuse, changes to water <br />rate structure, promoting water conservation to residents, joining water supplies with <br />neighboring cities, and evaluating the City's watering practices. <br />Bronk made motion, Petryk seconded, to schedule a workshop for discussion on water <br />conservation ideas. <br />All Ayes. Motion carried. <br />Update on Assessment Policy Workshop <br />At its April 1, 2013 meeting, Council approved by a 4 - 1 vote to approve an escrow agreement <br />for a feasibility study for road improvements to construct Rosemary Way between its existing <br />end within Victor Garden's North Village and Everton Avenue. This was done in response to a <br />petition from property owner Len Pratt that included a request to assess the cost of the <br />improvements to the adjacent properties owned by the petitioner. Also at the April 1St meeting, <br />the Council scheduled a workshop for Tuesday, April 9, 2013 to discuss the Assessment Policy, <br />which does not address this type of request. City Administrator Bryan Bear updated the Council <br />on that workshop and explained the outcome was to provide the Planning Commission and <br />Economic Development Authority an opportunity to review and discuss the issue. The Planning <br />Commission will hold a public hearing on April 25, 2013, and the EDA will consider the policy <br />at their May 14, 2013 meeting. <br />Update on the Yellow Ribbon Network <br />Council Members Chuck Haas and Phil Klein updated the Council on the activities of the Yellow <br />Ribbon Network to date. Haas talked about the success of the packaging event. He thanked the <br />Bayport Legion, who purchased $400 in Girl Scout cookies and postage for the care packages. <br />The Bayport Legion will also be donating $3,000 to the Yellow Ribbon Network and Blue Star <br />Moms from meat raffle profits. The next Burger Night is Wednesday, April 24, 2013 at the <br />Hugo Legion and will be sponsored by the Hugo Fire Department. <br />Board of Equalization Meeting on Thursday, April 18, 2013 <br />City Administrator Bryan Bear reminded the Council of the Board of Appeal and Equalization <br />on Thursday, April 18, 2013 from 5:30 p.m. — 7:00 p.m. The meeting will take place in the <br />Oneka Room at Hugo City Hall. <br />
