Hugo City Council Meeting Minutes for May 6, 2013 Page 3 of 8 Approve Joint Powers Agreement for Metro -INET IT Services Over the past year, staff has been exploring options for Information Technology (IT) services for City Hall, Public Works, and the Hugo Fire Department. The Council had discussed this at last year's budget workshop and set this as a goal for this year during the January 22, 2013 Goal Setting Session. The City currently lacks a dedicated IT Department or staff, and is supported by external computer support contractor CIT. The City has recently contracted with the City of Roseville's Metro -INET for phone service and support. Metro -INET is also a shared service for IT support with 23 other cities. As part of Metro -INET IT services, City staff will have increased availability of IT staff with a diversity of skill, and can extend to the cost sharing of applications and other services. Adoption of the Consent Agenda approved the Joint Powers Agreement for the City of Roseville Extension of MIS Services and Support to the City of Hugo. Approve Hiring of Five Public Works Seasonal Employees Each year, the Public Works Department hires staff to fill five seasonal positions to perform grounds maintenance duties at all City owned properties. Adoption of the Consent Agenda approved the hiring of Samatha Guenther, Dillon Lang, Shannon Nelson, and Angela Guenther as full-time seasonal employees and Marc Smith and Tom Cardinal as part-time seasonal employees to fill a total of five seasonal positions within the Public Works Department. Approve Application for Water Surface Use Permit for Mike Ball on Round Lake On behalf of residents living on Round Lake, resident Mike Ball has made application to the City of Hugo for a water surface use permit to allow residents to water ski on the slalom course on the lake and put a water ski jump on the lake. Washington County Sheriff's Department has provided the application form that has been completed by Mike Ball. Adoption of the Consent Agenda approved the application for a water surface use permit for water skiing on the slalom course on Round Lake. Approve Resignation of Firefighter Mike McCorkel from the Hugo Fire Department Firefighter Mike McCorkel has submitted his letter of resignation from the Hugo Fire Department effective April 4, 2013. Adoption of the Consent Agenda approved the letter of resignation from Mike McCorkel. Approve CUP, Site Plan, and Variance for Christ Lutheran Church - 4790 Rosemary Way Council Member Petryk removed this item from the Consent Agenda. Christ Lutheran Church is requesting approval of a conditional use permit, site plan, and variance to construct a church on the property located at 4790 Rosemary Way North. The site plan is for an 11,882 square foot church including a daycare center and associated parking lot. The variance is for the height of the building to be 41 feet, where 35 feet is required by ordinance. The portion of the building that is proposed to be at 41 feet would be the cross located on top of the building. The rest of the building is at an average 26 feet in height. The conditional use permit (CUP) is required for a Place of Worship to be located in the Medium Density Multiple Family Residential (R-5) zoning district.
