Hugo City Council Meeting Minutes for May 6, 2013 <br />Page 5 of 8 <br />The Council discussed the CSAH8 improvement project completed 2010. At that time, a portion <br />of CSAH 8 adjoining CSAH 7 was left out of the project because it needed to be realigned. To <br />make that happen, property needed to be acquired at that intersection. <br />Haas made motion, Klein seconded, to approve RESOLUTION 2013-15 APPROVING <br />COUNTY PROJECT WITHIN MUNICIPAL CORPORATE LIMITS. <br />All Ayes. Motion carried. <br />Update on Bald Eagle Lake Outlet <br />Over the past year, the Council has had discussions regarding the outlet to Bald Eagle Lake <br />under 1291h Street north, and has acknowledged that it is aged and in need of repair. City <br />Engineer Jay Kennedy explained that the City has worked with MnDOT and the Rice Creek <br />Watershed District regarding this project and, he provided new information to the City Council <br />regarding the ownership of the structure as well as the funding for the project. He explained a <br />1943 lawsuit gave ownership of the outlet to the Department of Conservation, which is no longer <br />in existence, and is perhaps now under the jurisdiction of the DNR. Also, funding from MnDot <br />has been increased to $252,000 from $146,000; the total cost of the projects is estimated at <br />$481,000. <br />The Council generally agreed that the City needed to determine ownership of the structure. City <br />Engineer Jay Kennedy will continue to work with the RCWD and the DNR regarding ownership <br />of the structure and funding. No formal action was taken. <br />Approve City Municipal State Aid Street Revisions <br />MnDOT recently completed modifications related to the way state -aid roadway dollars are <br />allocated to cities over 5,000 population in the state. City Engineer Jay Kennedy explained that <br />City staff has reviewed the City's state -aid roadway network as a result of the system <br />modifications, and is recommending changes to the system in order to maximize the City's share <br />of the state -aid funding. <br />Haas made motion, Klein seconded, to approve RESOLUTION 2013-16 APPROVING <br />AMENDMENTS TO THE DESIGNATED MUNICIPAL STATE AID STREET SYSTEM. <br />All ayes. Motion carried. <br />Update on the Yellow Ribbon Network <br />Council Member Chuck Haas and Phil Klein reported on the activities of the City of Hugo's <br />Yellow Ribbon Network activities. They thanked the Hugo Fire Department for sponsoring the <br />last Hamburger Night where 185 burgers were sold. The Hugo Business Networking Group will <br />be sponsoring the May 22r'd Burger Night. The YRN is receiving "Thank You" notes for the care <br />packages sent to military overseas last month. <br />
