Hugo City Council Meeting Minutes for August 19, 2013 <br />Page 4 of 6 <br />Approve Exempt Permit for Lawful Gambling for Matt Clymer Benefit on Friday, October <br />4,2013 <br />The American Legion Post 620 Auxiliary has applied for an Exempt Permit for Lawful <br />Gambling to conduct raffles at a benefit for Matt Clymer to be held on Friday, October 4, 2013 at <br />the Hugo American Legion Post 620. Matt died from complications related to Grave's Disease <br />and funds raised will pay for funeral expenses and to help his 4 -year old son. Adoption of the <br />Consent Agenda approved the Exempt Permit for Lawful Gambling for the Matt Clymer Benefit. <br />Approve Peter Schmidt as the New Public Works Seasonal Compost Site Employee <br />At its July 15, 2013 meeting, Council listened to concerns regarding misuse of the City owned <br />compost site on 170th Street North. Council approved recommendations made by Public Works <br />Director Scott Anderson to make improvements to the site, install a new sign with Compost Site <br />regulations clearly stated, charge a drop-off fee, and hire a part-time seasonal employee to staff <br />the site. Adoption of the Consent Agenda approved the hiring of Hugo resident Peter Schmidt as <br />the new Public Works Seasonal Employee to work at the Compost Site. <br />Approve proposal from Maxfield Research, Inc. for Update on Downtown Market Study <br />In 2011, the City was awarded a pre -development LCDA grant from the Met Council for the <br />planning for redevelopment of Pete Sampair's property. As part of that grant the Downtown <br />Market Study, completed by Maxfield Research, Inc. in 2005, is slated to be updated. On June <br />25, 2013, staff met with Maxfield Research, Inc. to go over the items to be updated. Staff has <br />received a proposal from Maxfield that outlines the scope of work to complete the update of the <br />market study. It's in staff's opinion that the proposal meets the goal of what we discussed during <br />our meeting for the update. The total cost of the proposal for the update is $18,500. The LCDA <br />Met Council grant requires 25% match of the total amount they fund. At its August 13, 2013 <br />meeting, the EDA reviewed the proposal and made a recommendation to the City Council to <br />enter into a contract with Maxfield for the update of the Downtown Market Study. Adoption of <br />the Consent Agenda approved the proposal from Maxfield Research, Inc. <br />Yellow Ribbon Network Update <br />Council Member Phil Klein reported to Council on the Yellow Ribbon Network activities held <br />recently. The YRN recently completed a packaging event and are looking for items for their <br />next event. Burger night is next Wednesday from 5-8 p.m. at the Hugo American Legion. <br />Water Conservation Workshop on Tuesday, August 27, 2013 <br />City Administrator Bryan Bear reminded Council that at their July 1, 2013 regular meeting, the <br />Council scheduled the second water conservation workshop for Tuesday, August 27, 2013 at <br />7:00 p.m. The first workshop was held on June 18, 2013. <br />
