Hugo City Council Meeting Minutes for September 16, 2013 <br />Page 4 of 7 <br />Wayne began by providing an overview of the CSAH 7 project, which involves full depth <br />reclaimation of the pavement, repair of signs and placement of swing arm mailboxes. This is a <br />2.6 million dollar project, and County Aid from the gas tax would pay for 1.1 million and the <br />remaining 1.5 million would be paid with by federal funding. Work was to begin September 10th <br />and be completed by November 1 st <br />When the CSAH 8 project was done in 2010, approximately 450' of pavement was left out of the <br />project where the street connects to CSAH 7 at a 45 degree angle. The realignment of this was <br />discussed at that time and Wayne stated that it was mutually agreed that it would be constructed <br />as a separate project. It was not included in the CSAH 7 project because it needed to be shovel - <br />ready to qualify for the federal funding. Wayne showed five options for the realignment with <br />cost ranging from $160,000 to $450,000, and he reviewed the pros and cons for each. Wayne <br />stated that the acquisition of the right-of-way for the project would be the responsibility of the <br />City because it cannot be added to the scope of a federal funded project. One option discussed <br />was to repave and restripe the road now, and evaluate options and costs for a future project in <br />2017, according to Wayne. <br />Haas questioned why it would take so long, saying the County had stated in 2010 that they would <br />be realigning this road as part of the CSAH 7 project. Haas stated that the property owner was a <br />willing seller in 2010. <br />Council Member Klein suggested acquiring the property where the home was at the northwest <br />corner to see if they would be willing to sell. He also said a roundabout could also be considered <br />for this intersection. <br />The Council generally agreed all options needed to be evaluated. <br />Weidt made motion, Petryk seconded, to direct the County to repair and restripe CSAH8, <br />evaluate other options and bring back to Council a timetable and plan that will be shovel -ready. <br />All Ayes. Motion carried. <br />Discussion on 2014 Street Proiects <br />The City has invested in a number of roadway capital improvements based on the City's <br />Pavement Management Plan. The projects have been supported within the individual <br />neighborhoods due to strong collaboration between the residents and the City Council and staff, <br />and have been successful. <br />City Engineer Jay Kennedy reviewed the current roadway Capital Improvement priorities with <br />the Council, specifically the top three which include in this order of importance: streets in the <br />Rice Lake Development, 147th Street/Oneka Lake Boulevard, and 165' Street/Ingersoll Avenue. <br />Petryk made motion, Haas seconded, to move forward with the 165th Street/Ingersoll Avenue <br />street project by scheduling a neighborhood meeting. <br />All Ayes. Motion carried. <br />
