Adoption of the Consent Agenda approved the annual <br />performance review for Accounting Clerk Anna Wobse. <br />Approve Resignation of Parks Commissioner Christian Boland <br />Christian Boland submitted his resignation from the Park, Recreation, and Open Space <br />Commission due to time commitments. Adoption of the Consent Agenda approved the <br />resignation of Christian Boland from the Parks Commission. <br />Approve Resolution Adopting Assessments for Rosemary Way <br />Everton Investments Limited Liability Partnership has submitted a fully executed Petition, <br />Waiver and Assessment Agreement between them and the City for the construction of Rosemary <br />Way. The estimated cost of the improvement project is $1,056,170. Everton Investments has <br />established an escrow account in the amount of $450,000 to be used to pay the City for the first <br />$450,000 of the project and would like to have the remaining $606,170 of the project costs <br />specially assessed against the subject property. Adoption of the consent Agenda approved <br />RESOLUTION 2013-29 ADOPTING ASSESSMENTS FOR ROSEMARY WAY STREET <br />AND UTILITY IMPROVEMENT PROJECT. <br />Approve Amendment to Peddlers Ordinance <br />City staff and Washington County Sergeant Wayne Johnson have reviewed the Peddlers Ordinance <br />and recommended changes due to recent incidents involving peddlers. Staff recommended <br />Council change a violation of the ordinance to be a misdemeanor instead of a petty misdemeanor, <br />and include a provision to allow a peddler's permit to be revoked by the City Administrator. <br />Adoption of the Consent Agenda approve ORDINANCE 2013-465 AMENDING CHAPTER 58, <br />PEDDLERS, SOLICITORS AND TRANSIENT MERCHANTS, ARTICLE I, SECTION 58-2 — <br />PENALTY AND ARTICLE II, SECTION 58-40 — REVOCATION OF PERMIT. <br />Approve Amendment to Public Conduct in Parks Ordinance <br />The Parks, Recreation, and Open Space Commission made a recommendation to change the <br />Public Conduct in Parks Ordinance to allow the Commission to limit park hours as posted. <br />Working with the Washington County Sheriff's Office, staff recommended additional changes to <br />the ordinance which would restrict fires and hours of use at public places of interest. These <br />would include public parks and other city -owned properties such as the well house sites, lift <br />stations, and Public Works property. The draft ordinance also included changing the penalty to a <br />misdemeanor, which gives the Washington County Sheriff's Office greater discretion with <br />violations. Adoption of the Consent Agenda approved ORDINANCE 2013-466 AMENDING <br />CHAPTER 54, PARKS AND RECREATION, ARTICLE II, PUBLIC CONDUCT IN PARKS. <br />Approve Interim Use Permit Amendment for a Home Occupation for Terry Luedeke <br />Terry Luedeke, 17627 Henna Avenue North, applied for an amendment to his Interim Use <br />Permit (IUP) to allow a 1,344 square foot addition to the existing accessory building on the <br />
