Hugo City Council Meeting Minutes for December 16, 2013 <br />Page 7 of 9 <br />Update on DNR Hydrologic Modeling <br />Council Member Haas added this to the agenda to talk about an article in Outdoor News that <br />spoke about a computer modeling system that measures hydrologic change. The model creates a <br />picture of how water and pollutants are moving from the land into the water, and this explains <br />how changes in land use affect the entire watershed. The model is available through the DNR's <br />District Manager. <br />Hass made motion, Bronk seconded, to direct staff to investigate the DNR model and determine <br />if Hugo can use this model to improve our storm water reuse capabilities. <br />All Ayes. Motion carried. <br />Update on Metro Cities Forum <br />Council Member Haas added this to the agenda to talk about the invitation to the Metro Cities <br />forum on water that will be held on Thursday, January 30, 2014. The forum is intended to <br />inform cities on emerging trends in water supply and demand, and there will be presentations <br />from cities that are doing things to best manage water. Bryan Bear indicated that staff is planning <br />to attend the forum and will provide an update to the Council. <br />Update on St. Paul Port Authority Project <br />Council Member Haas added this to the agenda to talk about the St. Paul Port Authority who has <br />a project underway to put storm water back into the aquifer. Through an engineered solution by <br />Loucks & Associates they are able to measure the pollutants that are being removed. He thought <br />Hugo should know more about this and asked that staff investigate it or ask Loucks to provide a <br />presentation on how it works. <br />Council member Haas made motion, Klein seconded, to follow up on the St. Paul Port Authority <br />project and report back to Council. <br />All Ayes. Motion carried <br />Update on RCWD Policy on Infiltration Requirements <br />Council Member Haas added this to the agenda to talk about the Rice Creek Watershed District's <br />rules on infiltration. The City of Hugo has a large amount of wetlands and is undevelopable. <br />From a policy standpoint, it doesn't make sense to take our upland area and put cost water <br />infiltration ponds on it. Water infiltrated is water we can't use, and Haas questioned whether the <br />Watershed District took into account soil types. Haas said it would make more sense to divert <br />the water. He also asked City Administration Bryan Bear about the Oneka Ridge Water Reuse <br />Project. <br />Bryan explained that the proposed development to the north of the Oneka Lake Golf Course will <br />be presenting a development proposal in the near future that the Council will be able to comment <br />
