Hugo City Council Meeting Minutes for January 23, 2012 <br />Page 6 of 10 <br />As part of the City's water appropriations permit approved by the DNR during 2011, the City is <br />required to construct a shallow observation well in the vicinity of the Well #6 to monitor well <br />levels. Four quotes were received for the construction of the observation well with the lowest <br />quote submitted by Thein Well from Paynesville, MN. Adoption of the Consent Agenda <br />approved the quote and authorized Thein Well to complete the project in the amount of <br />$4,545.00. <br />Approve Supplemental Law Enforcement Services Agreement for Bald Eagle Lake <br />For many years, the City of Hugo has participated in supplemental law enforcement coverage on <br />Bald Eagle Lake with the Ramsey County Sheriff's Department and the Town of White Bear Lake. <br />Coverage for winter patrol services to the City for the year 2012 shall not exceed 25% of the total <br />amount of $3,280. Adoption of the Consent Agenda approved the Supplemental Law Enforcement <br />Agreement with the Ramsey County Sheriff's Department for enforcement on Bald Eagle Lake. <br />Approve Appointment of City Attorney <br />Mayor Miron removed this from the Consent Agenda because of a potential conflict of interest. <br />City Attorney Dave Snyder has served the City well over the past decade. Recently, Dave <br />became employed by the law firm of Turner & Johnson. Turner & Johnson would like to <br />provide legal services to the City at the same rate as in the past. <br />Petryk made motion, Klein seconded, to appoint David K. Snyder and the Turner & Johnson <br />Law Firm as the City Attorney for the year 2012. <br />Ayes: Klein, Petryk, Weidt <br />Abstain: Miron <br />Motion carried. <br />Discussion on On -Street Parking on 1481stâ–º Street North -Historic Legion Villas <br />Resident Hank Schnider, 14897 Foxhill Avenue North, had contacted the City requesting that the <br />City consider prohibiting parking on 148th Street between TH 61 and Foxhill Avenue. City <br />Engineer Jay Kennedy explained 148th Street was reconstructed in 2009 as a 32 -foot wide <br />roadway, which is to provide for parking on both sides. Other than the concerns of Mr. Schnider, <br />staff is unaware of any other issues with on -street parking from a safety standpoint. Council <br />Member Petryk stated she has spoken to Mr. Schnider and felt his concerns were school bus <br />safety and the parking of large vehicles along 148th Street that impede visibility. <br />Miron made motion, Petryk seconded, to continue to allow parking along 148th Street North, <br />monitor the roadway for any issues related to the parking, and to visit with the school district to <br />determine if there were any issues with the busing along 148th Street North. <br />All Ayes.
