Hugo City Council Meeting Minutes for January 23, 2012 <br />Page 7 of 10 <br />Quentin and Joan Marier have submitted an application to rezone property located at 13997 <br />Forest Boulevard from Neighborhood Service (NS) to General Business (C-2) to allow for repair <br />and sale of outdoor power equipment and lawn mowers. Planner Rachel Juba presented the <br />request to the Council explaining the property is the site of a former gas station/convenience <br />store, which has been vacant for approximately three years. The Marier's business, Hugo <br />Outdoor Power, is currently located at 5558 146th Street North, and the rezoning of the Forest <br />Boulevard property will allow them to move the business to the new site. Staff finds this request <br />meets all the standards to approve the rezoning. At its January 12, 2012 meeting, the Hugo <br />Planning Commission held a public hearing to consider the request, and unanimously <br />recommended approval of the rezoning. Council generally agreed this would be a nice to see <br />this site occupied. <br />Paul Kelleher, owner of the vacant property to the south, said this would be a good use of the <br />property, and it may generate more redevelopment in the area. He also said the Mariers are good <br />business owners. <br />Petryk made motion, Klein seconded, to approve RESOLUTION 2012-01 APPROVING <br />FINDINGS OF FACT TO APPROVE A REZONING FOR PROPERTY LOCATED AT 13997 <br />FOREST BOULEVARD NORTH. <br />Ayes: Petryk, Weidt, Klein, Miron <br />Nays: None <br />Motion carried. <br />Mayor Miron questioned the MnDOT right-of-way at the southwest corner of CSAH8 and TH61 <br />adjacent to the subject property. City Engineer Jay Kennedy explained it was customary for <br />MnDOT to have these kinds of site triangles. Staff has a meeting scheduled with MnDot and <br />will inquire on the purpose and future of this site triangle. <br />Miron made motion, Petryk seconded, to approve ORDINANCE 2012-462 AN ORDINANCE <br />OF THE CITY COUNCIL OF THE CITY OF HUGO AMENDING CHAPTER 90 (ZONING <br />ORDINANCE) OF THE CITY CODE TO CLASSIFY CERTAIN LAND LOCATED AT 13397 <br />FOREST BOULEVARD <br />Ayes: Weidt, Klein, Petryk, Miron <br />Nays: None <br />Motion carried. <br />Discussion on Six Month Review of Terry Luedeke IUP <br />Staff requested the Council discuss the six month review of the Interim Use Permit (IUP) for <br />Terry Luedeke at 17627 Henna Avenue North. Mayor Fran Miron stated Terry has performed <br />service on some of his farm equipment, and he excused himself from all discussion on this topic. <br />He turned the gavel over to Acting Mayor Becky Petryk. <br />At its July 18, 2011 meeting, the City Council approved the IUP for a home occupation to run a <br />motor vehicle repair business on the Luedeke property. Prior to that approval, at its June 23, <br />
