Hugo City Council Meeting Minutes for January 23, 2012 <br />Page 8 of 10 <br />2011 meeting, the Planning Commission held a public hearing on the request. There were four <br />people that spoke during the public hearing, including the applicant. Their concerns were the <br />traffic on the shared driveway and the exterior storage of vehicles and equipment due to the <br />operation of the business. Council approved the IUP for one year with the inclusion of a review <br />of the permit after six months. <br />Planner Rachel Juba reported that a recent inspection of the site found 18 vehicles on the <br />property where only 12 were allowed. There was also an employee working there, which is not <br />prohibited with an IUP; however, Mr. Luedeke did state he was the only employee. This could <br />be an indication that the business is expanding. Staff also reported vehicles were parked in areas <br />other than the one designated for the storage of vehicles. Staff noted that the shared driveway <br />appeared in good condition. <br />Mike Rokala, 17657 Henna Avenue North, stated Terry Luedeke was operating a commercial <br />business with nonstop activity. Mike said the business generates noise seven days a week and at <br />all hours. <br />Terry Luedeke stated most of the work is done inside the building with the doors and windows <br />closed; only 12 of the vehicles on the property were customer vehicles; and vehicles are moved <br />from the designated area periodically as he is working on them. Terry also said there are no <br />semis with trailers entering the property, only the semi cabs. <br />The Council generally agreed Luedeke provide an important service; however, the business was <br />having an effect on the neighbor, and something drastically needed to change. Luedeke needed <br />to be aware of his permit conditions and follow them. It was also suggested he come up with a <br />plan to move his business to a more suitable location. The IUP is set to expire one year after the <br />approval date of the permit which was July 18, 2011. No formal action was taken. <br />Acting Mayor Petryk returned the gavel to Mayor Miron. <br />Donation of Land from Molitor Family to City of Hugo <br />At its December 19, 2011 meeting, Council approved the Molitor Preliminary Plat, Final Plat, <br />Conditional Use Permit, and Sketch Plan for Xcel Energy. City Administrator Bryan Bear <br />explained that this approval included the platting of a 68 acre piece of property into 1 lot (12.5 <br />acres) and 2 outlots (8.3 acres and 47.2 acres) to be known as Molitor Addition. Roy Molitor <br />donated the 8.3 acre outlot to the City. This parcel is adjacent to the Clearwater Creek Preserve <br />Park and could become part of the park. Viola Maslowski (Molitor) and her daughter Valerie <br />were in attendance. Mayor Miron and the Council presented Viola and Valerie with a Certificate <br />of Appreciation to the Molitor family for their generous donation. <br />Miron made motion, Petryk seconded, to accept the donation of 8.3 acres in the Molitor Addition <br />for use as parkland. <br />All Ayes.
