Hugo City Council Meeting Minutes for March 19, 2012 <br />Page 3 of 6 <br />Approve Resolution on Statutory Tort Liability Limits <br />In the late 1990's, the League of Minnesota Insurance Trust required each city that obtained <br />liability coverage from them to decide whether or not to waive the statutory tort liability limits to <br />the extent of the coverage purchased. At that time, the City Council opted not to waive the <br />statutory limits. LMCIT is requiring each member city to reaffirm their position regarding these <br />limits. Currently these limits are $500,000 per claimant and $1,500,000 per occurrence. Adoption <br />of the Consent Agenda approved RESOLUTION NO. 2012-4, A RESOLUTION NOT TO <br />WAIVE STATUTORY TORT LIABILITY LIMITS. <br />Approve Recommendation from EDA for Donation to Hugo Business Association and Co - <br />Sponsorship of Hugo Kidz -n -Biz Fest <br />At its March 12, 2012 meeting, the Hugo Economic Development Authority (EDA) considered co- <br />sponsoring the 7th Annual Hugo Kids -n -Biz Fest with the Hugo Business Association (HBA). <br />After discussion, the EDA agreed to recommend to the City Council the co-sponsorship and <br />donation of $750 for the 2012 Hugo Kidz -n -Biz Fest. Adoption of the Consent Agenda approved <br />the recommendation from the EDA for the $750 donation and co-sponsorship of the 8th Annual <br />Hugo Kidz -n -Biz Fest scheduled for Saturday, April 21, 2012. <br />Approve Special Event Permit for Blacksmith Lounge for 2012 Events <br />The Blacksmith Lounge Restaurant has submitted a special event permit application and is requesting <br />approval of 13 events that will be hosted on their property between April and October of 2012. Staff <br />believes that the Blacksmith Lounge has done a good job organizing the events in past years. <br />Adoption of the Consent Agenda approved the Special Event Permit for the Blacksmith Lounge for <br />events held in 2012. <br />Approve Leave of Absence for Firefighter Bryan Hamilton <br />Hugo Firefighter Bryan Hamilton has submitted a request for a leave of absence for the purpose of <br />paramedic training. This training takes place from May 13, 2012 to December 13, 2012. Adoption <br />of the Consent Agenda approved the leave of absence for firefighter Bryan Hamilton from May 13 <br />- December 13, 2012. <br />Approve Update of AUAR as part of the Everton Avenue Neighborhood Study <br />At its December 19, 2011 meeting, the Council considered the update of the Everton Avenue <br />Neighborhood Final Alternative Urban Areawide Review (AUAR), which was first adopted in <br />January 2002 as part of the Everton Avenue Neighborhood Study and updated in the spring of <br />2007. The Council approved the proposal from WSB Engineering to update the AUAR and <br />directed staff to meet with the Environmental Quality Board (EQB), who sets the rules governing <br />this type of document to determine the rationale for the rule making and whether these rules could <br />be amended, specifically the requirement to update AUARs every five years until all development <br />in the study area has received final approval. City Administrator Bryan Bear provided a recap of <br />the meetings he and the Mayor attended at the Capitol, which has resulted in an item being placed <br />on the EQB agenda for their meeting on March 21, 2012 for approval for the request for comments <br />
