Hugo City Council Meeting Minutes for May 7, 2012 <br />Page 6 of 8 <br />Township will be considering it at their board meeting this same evening, and Washington <br />County had reviewed it, and comments were received. <br />Miron made motion, Weidt seconded, to work with the agencies involved on revising the <br />agreement and bring it back to the Council for final approval. <br />All Ayes. Motion carried. <br />Update on Joint Meeting with Rice Creek Watershed District <br />On April 25, 2012, the City Council attended the joint meeting with the Rice Creek Watershed <br />District to discuss Hugo's Stormwater CIP, Oneka Ridge Golf Course Project, Bald Eagle Lake <br />Outlet, and the annual JD2 minor ditch maintenance program. City Administrator Bryan Bear <br />provided a recap of the meeting. No formal action was taken. <br />Approve Revisions to JD2 Maintenance Agreement with RCWD <br />At the April 25, 2012 joint meeting with the Rice Creek Watershed District, the Council and <br />RCWD Board discussed the Maintenance Agreement for Judicial Ditch 2. The City requested an <br />amendment to the Memorandum of Agreement (MOA) that would allow the City to work <br />beyond a twelve month period to complete projects if weather permitted. City Engineer Jay <br />Kennedy explained the current agreement provided for $40,000 funded by RCWD annually. The <br />draft amended agreement included language that would allow for the maximum to be spread out <br />for the years of the agreement. Council indicated they felt the agreement was working very <br />well and would like to see it extended. <br />Miron made motion, Haas seconded, to forward the amended agreement to RCWD for their <br />approval and work with RCWD to extend the agreement to the end of the year 2016. <br />All Ayes. Motion carried. <br />Discussion on Irish Avenue <br />At its April 2, 2012 meeting, the Council discussed the ratings and the staff recommendations for <br />all paved roads in Hugo, and specifically discussed the poor condition of Irish Avenue between <br />CSAH 8 and the Irish Avenue Park entrance. City Engineer Jay Kennedy explained the road was <br />identified by staff as a high priority for reconstruction, and reviewed it as a potential stand-alone <br />project. This portion of Irish was used as a haul road for several years and had been paved by <br />the gravel pit operators. This road is on the City's State -aid system and handles approximately <br />340 vehicle trips per day. The cost to reconstruct Irish Avenue is estimated at $118,000, and the <br />City could receive $17,000 in assessments, use funds from the roadway CIP fund, use state aid <br />funding, or gravel tax proceeds. The Council discussed removing the State -aid designation to <br />allow the funds to be used elsewhere. <br />Miron made motion, Haas seconded, to direct staff to schedule a neighborhood meeting to <br />discuss an Irish Avenue Street reconstruction project that would not be assessed or use State -aid <br />funding, and directed staff to seek funding through the gravel tax. <br />All Ayes.
