Hugo City Council Meeting Minutes for July 2, 2012 <br />Page 3 of 8 <br />Control Handbook: Field Handbook for Snow Plow Operators. This handbook emphasizes best <br />practices in snow and ice removal and control operations. Adoption of the Consent Agenda <br />approved adoption of the Minnesota Snow and Ice Control Handbook. <br />Approve Pay Request No. 2 from Dressel Contracting, Inc. for the Lake Air/Bald Eagle <br />and CSAH 8 Mill & Overlay Proiect <br />The City of Hugo received Pay Request No. 2 from Dresel Contracting, Inc. for the Lake Air <br />Estates/Bald Eagle Estates roadway and drainage improvement project and the CSAH 8 mill and <br />overlay project. Senior Engineering Technician Steve Duff and City Engineer Jay Kennedy have <br />reviewed the Pay Request and found it satisfactory for work completed to date on the projects. <br />Adoption of the Consent Agenda approved Pay Request No. 2 to Dresel Contracting, Inc. in the <br />amount of $508,110.36 for the work completed to date on the Lake Air/Bald Eagle Estates and <br />CSAH 8 projects. <br />Approve Resolution for LCDA Grant for the Northern Gateway Plan <br />Staff has completed the Livable Communities Demonstration Account (LCDA) grant <br />application, which would help fund the Northern Gateway Area Plan. This grant application <br />would allow the City to develop standards for the mixed use development planned for this area. <br />The application is for a $75,000 in grant funding from the Met Council. A 25% match from the <br />City is required, which the staff anticipates providing with in-kind services. Adoption of the <br />Consent Agenda approved RESOLUTION 2012-18 IDENTIFYING THE NEED FOR <br />LIVABLE COMMUNITIES DEMONSTRATION ACCOUNT FUNDING AND <br />AUTHORIZING AN APPLICATION FOR GRANT FUNDS. <br />Appoint Jake Christiansen as Deputy Chief of the Hugo Fire Department <br />At its May 7, 2012 meeting, the Council appointed former Deputy Chief Kevin Colvard as the <br />new Hugo Fire Chief effective June 1, 2012 with the retirement of Fire Chief Jim Compton. <br />Training Captain Jake Christiansen has been with the Department since October 2006 and is <br />being recommended to fill the Deputy Chief vacancy. Adoption of the Consent Agenda <br />approved appointment of Jake Christiansen as the new Deputy Chief of the Hugo Fire <br />Department. <br />Approve Proclamation Proclaiming July 281hh as Heroes Day in the City of Hugo <br />Organizers of the Twin Cities Heroes Parade have invited the Council to join them on July 28, <br />2012 on the Nicollet Mall for the Twin Cities Heroes Parade. This parade is to honor those who <br />have served and give thanks for protecting freedom. Following the parade will be a reception <br />where proclamations will be presented by the Governor and Mayors. Adoption of the Consent <br />Agenda approved the Proclamation Proclaiming July 28th as Heroes Day in the City of Hugo. <br />Staff will forward it to the organizers of the Heroes Parade. <br />Approve Quote from Arnt Construction for Demolition of Building at 14701 Forest <br />Boulevard North <br />At its June 18, 2012 meeting, Council approved a resolution finding the home at 14701 to be a <br />
