Hugo City Council Meeting Minutes for October 1, 2012 <br />Page 4 of 5 <br />Assessment Hearing on Lake Air Estates/Bald Eagle Estates Roadway, Drainage and <br />Utility Improvement Proiect <br />At its September 4, 2012 meeting, the Hugo City Council scheduled a public hearing for this <br />evening on the assessment for the Lake Air Estates/Bald Eagle Estates Roadway, Drainage and <br />Utility Improvement Project. City Engineer Jay Kennedy presented the proposed Assessment <br />Roll to the Council. The total cost of the project is $883,315 with $244,428 to be assessed to the <br />property owners, and the remaining $639,387 will be paid from the City Roadway CIP and <br />Sewer Utility Fund. The streets in Bald Eagle Estates were improved as an urban roadway and <br />are assessed at $4,100/unit. Lake Air Estates streets were improved as rural section roadway and <br />assessed at $3,400/unit. The assessment for the 12 townhome units is $76.88/front footage, and it <br />was proposed to be assessed against the townhome association. <br />The Council discussed whether the assessment for the townhomes should be done on each <br />individual property instead of the association. Council also discussed properties at 4920 and <br />4935 126th Street, which did not receive improvements along their entire road frontage, and <br />whether those phroperties should be prorated. City Engineer Jay Kennedy explained that the <br />portion of 1261 east of Exhall Avenue was not improved as part of this project because it had <br />previously been done as part of the Oakshore Park Project. It was necessary to extend the <br />Oakshore Park Project to the east of Exhall Avenue to access the manholes for the sewer <br />extension. City Attorney Dave Snyder stated that an assessment needs to be linked to the actual <br />benefit. <br />Mayor Fran Miron opened the public hearing. <br />Dan Silverberg, 4980 126th Street North, said the road project went well and thanked Steve Duff, <br />who was in the audience. Dan had questions on when he would be assessed and when it could be <br />paid without interest. City Engineer Jay Kennedy explained the options to Mr. Silverberg for <br />paying the assessment. <br />The City received a letter from Joyce Dumer, 4950 126th Street, regarding a property owner who <br />was only being assessed half the amount because he is on a corner lot, and how that was never <br />disclosed. The City also received a letter from Pam LeClair, 4935 126th Street North, with the <br />same question on the corner lot. Council explained the assessment policy and how it pertains to <br />corner lots. <br />Miron made motion, Weidt seconded, to enter the letter from Joyce Dumer into this official <br />public hearing record. <br />Miron made motion, Weidt seconded, to amend the motion to include the letter from Pam <br />LeClair into public record. <br />Vote on amendment: <br />All Ayes.
