Hugo City Council Meeting Minutes for November 5, 2012 <br />Page 3 of 7 <br />Approve Auto Dismantling License for Automotive Recycling Kompany (ARK) <br />The City of Hugo has received an application for the bi-annual Auto Dismantling License from <br />Automotive Recycling Kompany. As a requirement of the license, City staff makes an annual <br />inspection of the auto dismantling company for compliance with city, county, and state code. On <br />October 18, 2012 Hugo City staff completed an inspection of ARK and found it to be in <br />compliance with City Code as well as County regulations. Adoption of the Consent Agenda <br />approved the bi-annual Auto Dismantling License for ARK. <br />Approve Resolution Approving Washington County All Hazards Mitigation Plan <br />The Washington County Sheriff's Department is requesting the City of Hugo formally adopt the <br />All -Hazard Mitigation Plan. The purpose of the plan is to identify hazards, risks, and <br />vulnerabilities throughout the county and determine how to reduce, minimize or eliminate the loss <br />of life and property damage resulting from a variety of hazards — natural, technological, and <br />human -caused. The plan also analyzes municipal capabilities and local, state, and federal <br />resources in relation to the risks and vulnerabilities posed by each hazard. Review of this plan by <br />the State of Minnesota Division of Homeland Security and Emergency Management (HSEM) and <br />final approval by the Federal Emergency Management Agency (FEMA) will make Washington <br />County and the municipalities that adopt this plan eligible for Hazard Mitigation Grant Program <br />(HMGP) project funds. These funds may help to offset the costs of the mitigation projects set <br />forth in the plan. Adoption of the consent Agenda approved RESOLUTION 2012-32 <br />ADOPTING THE WASHINGTON COUNTY ALL -HAZARD MITIGATION PLAN. <br />Approve the Lawful Gambling Exempt Permit for Warm Hearts for Charity Event on <br />January 19, 2013 <br />The Hugo Business Association applied for a Lawful Gambling Exempt Permit to allow raffles <br />at their Warm Hearts for Charity Event to be held a the Hugo American Legion on Saturday, <br />January 19, 2013. Adoption of the Consent Agenda approved the Lawful Gambling permit for <br />the Warm Hearts for Charity Event. <br />Approve Letter of Recommendation for Reappointment of John Waller to the Rice Creek <br />Watershed District Board <br />The City of Hugo has been informed by Washington County that the term of Manager John <br />Waller, who serves on the Rice Creek Watershed District (RCWD) Board, will expire January <br />18, 2013. John has represented the City of Hugo on the RCWD for the past six years and desires <br />reappointment. Adoption of the Consent Agenda approved a letter of support to reappoint John <br />Waller for another three-year term on the RCWD Board of Managers. <br />Approve Final Payment Request From E.H. Renner and Sons for Well Modifications <br />The City contracted E.H. Renner and Sons to modify two existing monitoring wells for the <br />purpose of installing long term ground monitoring equipment. Adoption of the Consent Agenda <br />approved payment in the amount of $968.85 to E.H. Renner and Sons. <br />
