Hugo City Council Meeting Minutes for November 5, 2012 <br />Page 4 of 7 <br />Approve Pay Request No.11 from E.H. Renner and Sons, Inc. for Well No. 6 <br />The City has received pay request No. 11 from E.H. Renner and Sons for construction on <br />Municipal Production Well No 6. Adoption of the Consent Agenda approved payment in the <br />amount of $11,878.09 to E.H. Renner and Sons. <br />Approve Resignation of Lorraine Gadbois and Marvella Gamboni from the Historical <br />Commission <br />Council Member Haas removed this item from the Consent Agenda. Marvella Gamboni has <br />served as a member of the Historical Commission since January 3, 2006, and Lorraine Gadbois <br />has served as an Associate Member on the Hugo Historical Commission since May 2, 2011. <br />Both Marvella and Lorraine have submitted their letters of resignation. <br />Haas made motion, Weidt seconded, to accept the letters of resignation for Marvella Gamboni <br />and Lorraine Gadbois from the Historical Commission, and directed staff to prepare Certificates <br />of Appreciation to be presented at a subsequent Council meeting. <br />All Ayes. Motion carried. <br />Approve Recommendation from Historical Commission for $1,000 Donation to the <br />Washington County Historical Society <br />The Washington County Historical Society is requesting donation from all communities in the <br />County for purchase of a building in Stillwater for the Washington County Heritage Center. The <br />Hugo Historical Commission discussed the request at their meeting on October 16, 2012 and <br />recommended approval of a $1,000 donation to the Washington County Historical Society. <br />Haas removed this from the Consent Agenda to inquire where the money was coming from. City <br />Administrator Bryan Bear explained that there is money allocated each year to the Historical <br />Commission's budget, and there is sufficient amount to cover this donation. <br />Haas made motion, Petryk seconded, to approve the recommendation of the Historical <br />Commission to donate $1,000 to the Washington County Historical Society for the Heritage <br />Center. <br />All Ayes. Motion carried. <br />Discussion on Special Event Permits <br />Staff requested a discussion with Council regarding how Special Event Permits are administered <br />by City Staff and the involvement of City personnel in special events. City Administrator Bryan <br />Bear explained that the City had adopted an ordinance three years ago to require special event <br />permits, most of which are approved administratively. Certain events require Council approval <br />such as those serving alcohol, have over 200 people attending, or have amplified music. Larger <br />events, such as the recent Warrior Dash, are more complex and require substantial planning to <br />address impacts to the public's health, safety, and welfare. These events require the involvement <br />of City and Fire Department Staff. <br />
