Hugo City Council Meeting Minutes for November 19, 2012 <br />Page 5 of 7 <br />project. Mayor Miron talked about the pipeline crossing the ditch. Miron stated that the <br />obstruction hearing was held, but there was no action taken; sediment in the ditch will continue <br />to build and obstruct the flow. City Engineer Jay Kennedy indicated he will consult the Rice <br />Creek Watershed District staff to follow up on it. There was no formal action taken. <br />Discussion on Washington County's CIP for Roadways <br />County Engineer Wayne Sandberg shared the County's Capital Improvement Program with the <br />Council. Wayne explained that Washington County evaluates the county roads every three years <br />and assigns a Pavement Condition Index (PCI) score between 1-100. The goal is to not have any <br />roads below 40. Current trend shows a downward PCI, and it is expected to be at 72 by the year <br />2016. Wayne talked about funding sources for road projects and the possible reductions the <br />County may be seeing in those funds. There was also discussion on the trail funding and the <br />Hardwood Creek Trail extension. Wayne said the County was waiting to hear back from the <br />BNSF railroad on the acquisition of the property. No formal action was taken. <br />Approve Purchase of Phones for City Buildings and Shared Services Agreement with the <br />City of Roseville <br />Staff has been working with the City of Roseville on a shared service agreement for IP telephony <br />services. In this agreement, Hugo would purchase new phones to operate on the City of <br />Roseville's existing phone control equipment for managing calls and voice mail. City Clerk <br />Michele Lindau explained the current phone systems at City Hall and the Fire Department are <br />over ten years old and beginning to fail. The cost of new phone equipment would be $20,822.06 <br />with monthly charges reduced by approximately $400 per month. <br />Weidt made motion, Klein seconded, to approve the purchase of new Cisco phones for City Hall, <br />Public Works, and the Fire Department and approve the Shared Service Agreement for IP <br />Telephony Services with the City of Roseville. <br />All Ayes. Motion carried. <br />Approve Agreement with MnDOT and MN Commercial for Installation of Crossing <br />Equipment <br />MnDOT required the installation of railroad crossing equipment at the 130th Street intersection <br />with Highway 61 as part of the recent intersection improvement and traffic signal installation. <br />MnDOT allowed the installation to be delayed until salvaged crossing equipment became <br />available based on Minnesota Commercial Railroad's commitment to safely flag trains through <br />the crossing in the interim. City Engineer Jay Kennedy explained that the City agreed to fund <br />the installation of salvaged equipment, which is currently available through MnDOT. The <br />proposed agreement between the three parties will result in Minnesota Commercial installing the <br />equipment at a cost of $62,000, and MnDOT and the City funding the cost of the installation at <br />$25,000 and $37,000 respectively. <br />
