Hugo City Council Meeting Minutes for January 18, 2011 <br />Page 4 of 6 <br />Approve Off -Sale Liquor License for Sager Liquor <br />As Council is aware, Hugo Liquor store owner Larry Tischler has not renewed his liquor license <br />for 2011 and has sold the store back to the previous owner Terry Sager, owner of Sahawk of <br />Hugo, Inc., who did business as Sager Liquor for several years before selling it to Larry Tischler. <br />Terry Sager is requesting an Off -Sale Liquor License and Tobacco License to reopen Sager <br />Liquor. Washington County Sheriff's Department has completed the investigation and staff has <br />found the applications to be satisfactorily complete. Adoption of the Consent Agenda approved <br />the Off -Sale Liquor and Tobacco License to Sahawk of Hugo Inc. for a liquor and tobacco <br />license for 2011. <br />Approve Lawful Gambling Permit for Pheasant Forever Event at Sal's Angus Grill on <br />March 7, 2011 <br />The City of Hugo has received an application for a lawful gambling permit for Pheasants Forever <br />who will be holding a charitable event at Sal's Angus Grill on Monday, March 7, 2011. City <br />staff has reviewed the application and found it to be satisfactorily complete. The charitable <br />gambling permit allows for the Pheasants Forever organization to conduct a charitable raffle. <br />Adoption of the Consent Agenda approved the lawful gambling permit for Pheasants Forever at <br />its charitable event at Sal's Angus Grill on Monday, March 7, 2011. <br />Letter to the Hugo Snowmobile Club <br />Council Member Chuck Haas added this item to the agenda. Haas commented on the positive <br />relationship the City has with the Hugo Snowmobile Club and the excellent job they have <br />done working with residents to resolve many past issues. Haas read a letter sent by the City <br />to the president of the club, John Udstuen thanking him for his and the club's help over the <br />past several years in improving and maintaining snowmobile trails in Hugo, especially for <br />grooming the cross country ski trails at Irish Avenue Park. <br />Russ Pastorious, member of the Hugo Snowmobile Club and Lions Club addressed the <br />Council and explained the Lions Radar Run Event that will be taking place on Egg Lake on <br />Saturday, February 5, 2010 from 11 a.m. to 4 p.m. <br />Update on Well No. 6 <br />City Engineer Jay Kennedy provided the Council with a report on the completion and testing of <br />Well No. 6. The report summarizes the testing results and it will be submitted to the Minnesota <br />Department of Natural Resources before the well can be made operational. Jay provided an <br />overview of the permitting process that now requires testing and monitoring before and during <br />the construction of the well. Requirements outlined by the DNR for Well No. 6 Appropriation <br />Permit Amendment include private well testing, monitoring wells, and aquifer testing that <br />included pumping 18,000 million gallons in an eight-day period. Results of the tests showed the <br />aquifer to be sustainable and no impact of the surrounding surface water. The next steps are to <br />submit the test results to the DNR for review, apply for the Well Installation Appropriation <br />Permit Amendment, and complete the well house design and bidding. The well is expected to be <br />operational fall, 2011 or spring 2012. <br />
