Hugo City Council Meeting Minutes for March 7, 2011 <br />Page 4 of 7 <br />Permit because the starting line, finish line, parking, registration, and facilities will be located <br />outside of City limits. Both organizations have been in contact with Washington, Anoka, and <br />Ramsey County law enforcement to notify them of the event. Adoption of the Consent Agenda <br />approved the use of the City's public roadways for these events. <br />Approve 2011 City Focus Goals and Ongoing Priorities <br />Council Member Haas removed this item from the Consent Agenda. At its February 15, 2011 <br />meeting, the Hugo City Council finalized the City's Focus Goals as prepared by City Staff. City <br />staff has revised the City's 2011 Focus Goals to include the appropriate completion dates and <br />recommended formal approval by the Hugo City Council. <br />Council Member Haas noted that one of the ongoing priorities was to build and maintain <br />regional partnership. He stated the City of Stillwater was looking into a grant from the State Fire <br />Marshall for shared services, which was being evaluated by an outside contractor, and City staff <br />should look into it. Haas also spoke about a section in the employee handbook that classifies <br />employees as full time, part time, paid on call, etc., and he said the City Council should be <br />recognized in the handbook as well. <br />Haas made motion, Klein seconded, to approve the 2011 City Focus Goals and Ongoing <br />Priorities as presented. <br />All Ayes. Motion carried. <br />Storm Water Pollution Prevention Program (SWPPP) Public Hearing <br />Each year, the City of Hugo is required to hold a public hearing in order to take public comment <br />on the City's Stormwater Pollution Prevention Plan (SWPPP) as part of the City's MS4 NPDES <br />permit with the Minnesota Pollution Control Agency. The City scheduled a public hearing for <br />this meeting at Hugo City Hall, to present and discuss the Storm Water Pollution Prevention Plan <br />(SWPPP). Senior Engineer Technician Steve Duff presented the SWPPP to the Council <br />outlining City activities as a result of implementing the SWPPP. Mayor Miron opened the public <br />hearing to take any and all public comment on the City's SWPPP. <br />Rick Gwynn, 12277 Ethan Avenue North, said he is on the Advisory Committee for the Rice <br />Creek Watershed District. He said there are a lot of studies currently on ponds and rain gardens <br />that were done with grant money. <br />There were no other comments. <br />Haas made motion, Petryk seconded, to accept the SWPPP report as presented. <br />All Ayes. Motion carried. <br />
