Hugo City Council Meeting Minutes for April 18, 2011 <br />Page 5 of 9 <br />Approve Purchase of Playground Equipment from Flagship Recreation for Heritage Ponds <br />Park <br />The Parks, Recreation and Open Space Commission recommend the purchase of playground <br />equipment for Heritage Ponds Park from Flagship Recreation in an amount not to exceed <br />$50,000. The Parks Commission included $60,000 in its 2011 Capital Improvement Plan to <br />install playground equipment at Heritage Ponds Park. The Parks Commission selected the <br />vendor, playground equipment design, and color scheme after discussions at its February 9, <br />March 9, and April 13, 2011 meetings. Residents of the Heritage Ponds neighborhood were <br />notified of the meetings. Residents attended the meetings and gave input on their preferred <br />playground design and color scheme. The playground equipment is planned to be installed in <br />June or July. Hugo Public Works Department is working with Flagship Recreation and will <br />make site improvements before the installation of the playground equipment. Adoption of the <br />Consent Agenda approved the purchase of playground equipment for Heritage Ponds Park from <br />Flagship Recreation in an amount not to exceed $50,000. <br />Approve 3.2 Temporary Beer License for Good Neighbor Days June 9-12, 2011 <br />The City of Hugo has received an application from the Hugo Lions Club for a Temporary 3.2 <br />Liquor License in order for the Lions to sell 3.2 beer at the 35th Annual Hugo Good Neighbor <br />Days scheduled for June 9-12, 2010. City staff has reviewed the application and found it to be <br />satisfactorily complete with the submittal of the necessary liquor liability insurance coverage <br />which names the City of Hugo as an additional insured. Adoption of the Consent Agenda <br />approved the Temporary 3.2 Liquor License for the Hugo Lions so they can sell 3.2 beer at Hugo <br />Good Neighbor Days on June 9-12, 2010. <br />Approve Restoration of 1939 Fire Truck by the Hugo Firefighter's Relief Association <br />The Hugo Firefighter's Relief Association is requesting approval for restoration to the 1939 Fire <br />Truck. The Relief Association and the Hugo Fireflies have pledged money to help in the <br />restoration of this truck, and no taxpayer dollars will be used. Adoption of the Consent Agenda <br />approved the request to restore the 1939 Fire Truck. <br />Approve Appointment of Eric Bartholomew as a Probationary Firefighter <br />Eric Bartholomew has applied for a firefighter position on the Hugo Fire Department. The hiring <br />committee is recommending Council approve the hiring of Eric Bartholomew as a probationary <br />firefighter subject to the standard criminal background check, medical physical, and drug <br />screening. Adoption of the Consent Agenda approved the appointment of Eric Bartholomew as a <br />probationary firefighter on the Hugo Fire Department <br />Presentation of 2011 Washington County Assessment Report — City Assessor Frank Langer <br />At its April 4, 2011 meeting, the Hugo City Council discussed the 2011 report compiled by the <br />Washington County Assessor in regards to a compilation of property tax and valuation statistics <br />and data for Cities in Washington. City staff invited City Assessor Frank Langer to attend the <br />meeting and make a presentation to the Hugo City Council and the public. Frank, who has been <br />the City Assessor for Hugo for more than 31 years, talked about arms length transactions and <br />how arms length sales are used to calculate sales ratio, which is used to determine valuation for <br />
