Hugo City Council Meeting Minutes for May 2, 2011 <br />Page 6 of 8 <br />Haas asked how enforcement be done would be done, and Community Development Director <br />Bryan Bear explained it would be voluntary compliance. Klein asked if it was necessary to put <br />time into something the City would not be enforcing. Weidt commented that smoking in the <br />parks has not been an issue. Haas indicated he was opposed to this policy. <br />Petryk noted the absence of the Mayor at this meeting and made a motion to table this item until <br />his return. Motion failed for lack of a second. <br />Brittany McFadden, Program Director for Tobacco Free Youth Recreation Program offered to <br />present education and information on the subject to the Council. She also stated she does not <br />know of there ever being enforcement issues such as altercations between smokers and <br />nonsmokers. <br />Rachel Berger, Parks Commission Vice Chair, indicated the Parks Commission was not <br />unanimous on this policy, especially the enforcement of it. She said she felt this policy would be <br />in the best interest to the community. <br />Haas made motion, Weidt seconded, to not approve the Tobacco Use in City Parks Policy. <br />Ayes: Haas, Klein, Weidt <br />Nay: Petryk <br />Motion carried. <br />Update on Victor Gardens Drainage Improvement Proiect — Tony Schwab <br />At its September 20, 2010 meeting, Council discussed solutions to address the groundwater that <br />has been affecting a number of residents following construction of their homes in Victor <br />Gardens. Those residents requested Council approve a grant to match a grant from Rice Creek <br />Watershed District to help pay for a specific project that will assist residents in dealing with the <br />issue. At its October 4, 2010 meeting, Council approved a grant not to exceed $45,875 for the <br />City's portion of the project. At the Council meeting on November 15, 2010, resident Tony <br />Schwab updated the Council on the project and offered to attend a spring 2011 meeting to <br />provide Council another update on the drainage improvement project. Tony Schwab was in <br />attendance this evening and informed the Council the improvements were working flawlessly. <br />He also volunteered to work on water reuse/redistribution in the Victor Gardens area. <br />Community Development Director Bryan Bear informed the Council and Tony that City staff <br />was working with the Rice Creek Watershed District on potential projects involving water reuse, <br />and the Victor Gardens area was one of them. <br />Haas made motion, Weidt seconded, to accept the report from Tony Schwab and invite Tony to <br />proceed in working with staff on water reuse possibilities for the area. <br />All Ayes. Motion carried. <br />
