Hugo City Council Meeting Minutes for August 1, 2011 <br />Page 6 of 7 <br />Discussion on the Demolition of Former Ricci's Saloon <br />Staff has recently learned that a pending purchase agreement for Ricci's Saloon has been <br />canceled by the buyer. Community Development Director Bryan Bear explained the building <br />was damaged by fire several years ago and does not meet building code. The building is located <br />at 14777 Forest Boulevard North and has been identified as blight along Highway 61. The <br />City's Business Retention and Expansion (BE&E) survey identified blight as being one of the <br />negative factors of the downtown area, and they recommended the City finance demolition of <br />blighted buildings through assessments to the property. It was noted that the property is in the <br />Tax Increment Financing (TIF) District, and the cost could be recouped when the property is <br />developed. The property remains under the ownership of The River Bank, who has agreed to the <br />demolition of the building in a manner that is similar to last year's demolition of the End Zone <br />bar and antique store buildings. Prior to the demolition, the Washington County Sheriff Office <br />and the Hugo Fire Department would like to conduct search and rescue drills and SWAT <br />operations respectively. <br />Haas made motion, Klein seconded, to approve the draft assessment agreement and direct staff to <br />obtain an environmental assessment and quotes for the demo, and finalize the assessment <br />agreement for Council consideration and approval at a future meeting. <br />All Ayes. Motion carried. <br />Discussion on Proposal from Washington County Sheriff for Code Red Mass Notification <br />Emergency System <br />The City of Hugo has been notified by the Washington County Sheriff Bill Hutton that a <br />proposal for a mass notification emergency system has been presented to Washington County <br />City Partners in cooperation with the Washington County Public Health Department. The Mass <br />Notification Emergency System would involve a sotftware program where all residents living in <br />Washington County with a land or cellular telephone number would be notified in the event of a <br />natural disaster or emergency. The Sheriff is looking for participation from Washington County <br />cities and townships who seek an opportunity to notify their residents about natural disaster or <br />emergency situation. The cost for the Code Red System for Washington County is $33,750/year. <br />Washington County would be paying $15,000 for the year 2012 and would ask the cities to pay <br />$.07860 X the population, which would result in approximately $1,047 for the City of Hugo. <br />Petryk made motion, Haas seconded, to indicate the City of Hugo's interest in a Joint Powers <br />Agreement with Washington County to participate in the Code Red Mass Notification <br />Emergency System. <br />All Ayes.
