Hugo City Council Minutes for January 4, 2010 <br />Page 6 of 8 <br />ordinances. For the past three years, the City Council appointed The Citizen as the City's new <br />official newspaper. The Citizen consistently delivers an excellent community newspaper with <br />excellent coverage of all Hugo activities and events including all City meetings and events, all <br />four school districts and many human interest stories. The Citizen is delivered to every <br />household in the City. Publisher Louis Melamed was present and said they were very proud to <br />serve the citizens of Hugo, and he expressed his desire to continue to be the City's official <br />newspaper. <br />Haas made motion, Weidt seconded, to reappoint The Citizen as the City's official newspaper for <br />2010, and grant staff the authority to place additional official notices in the White Bear Press for <br />wider distribution, as necessary. <br />All Ayes. Motion carried. <br />Approve Supplemental Law Enforcement Services Agreement for Bald Eagle Lake <br />Councilmember Haas removed this item from the Consent Agenda. For many years, the City of <br />Hugo has participated in supplemental law enforcement coverage on Bald Eagle Lake with the <br />County of Ramsey and the Town of White Bear Lake. Coverage for 2010 would include a total <br />not to exceed 160 hours for winter patrol coverage at a cost of services to the City for year 2010 <br />not to exceed $1,610. Miron recalled that prior to this contract, there were several problems on <br />the lake during the winter months. <br />Petryk made motion, Weidt seconded, to approve the Supplemental Law Enforcement <br />Agreement with the Ramsey County Sheriff's Department for enforcement on Bald Eagle Lake. <br />All Ayes. Motion carried. <br />Report on Carpenter's Steakhouse Fire <br />City Administrator Mike Ericson added this to the Agenda. On Sunday, January 3, 2010, <br />Carpenters Steakhouse located on Forest Boulevard was destroyed by fire. Fire Chief Jim <br />Compton reported he had received the call at 9:33 a.m. when a passerby noticed smoke coming <br />from the back of the building. Deputy Fire Chief Jadon 011ila was on the scene within a few <br />minutes. Jadon talked about how mutual aid agreements allowed for the assistance from the <br />White Bear Lake, Forest Lake, Centennial, Mahtomedi, and Vadnais Heights fire departments. <br />There were 75-80 firefighters on scene to put out the fire in below freezing temperatures. The <br />Salvation Army was onsite to provide a rehabilitation center for the firefighters as well as Xcel <br />Energy workers who shut off the electric and gas and were available should the overhead power <br />lines start on fire. Approximately one-half million gallons of water were used which froze on <br />Highway 61north to 147th Street North causing the Public Works Department to dispatch trucks <br />to sand and salt the roads. Water also froze on the roof of the adjacent Dominos Pizza building <br />which was red -tagged by the Hugo Building Department because of the possibility of the roof <br />collapsing due weight load and the south wall of Carpenters leaning on their building. Dominos <br />can reopen once a structural engineer reported the building to be safe. Mayor Fran Miron noted <br />that even though the site of the fire was surrounded by yellow tape, which is illegal to cross, it <br />was also necessary to have the Washington County Sheriff Department patrol the site.
