Minutes for the Hugo City Council Meeting of February 1, 2010 Page 3 of 8 Approve April 22, 2010 as Annual Board of Appeal & Equalization Meeting Each year, Council meets as the Board of Appeal and Equalization with the sole purpose of providing Hugo residents and business owners an opportunity to appear personally in front of the Board to discuss their property market valuations. Washington County Assessor Bruce Munneke has selected April 22 from 5:30 to 7:00 p.m. as the date and time on which to hold the meeting. Adoption of the Consent Agenda approved April 22, 2009 at 5:30 pm as the City's annual Board of Appeal and Equalization meeting. Approve Joint Powers Agreement With Washington County for Electronic Branch Library at Hugo City Hall At its January 5, 2009 meeting, Council listened to a presentation by Washington County Library Director Pat Conley on the installation of a library kiosk at Hugo Hall to be funded by a Library Services and Technology Act (LSTA) Grant. Staff has been working with Washington County for the past year on the details of the library kiosk. At its January 4, 2010 meeting, City Clerk Michele Lindau provide the Council an update on the Washington County Library Kiosk to be located at Hugo City Hall. Washington County Library Deputy Directory Joyce Schneider has prepared a Joint Powers Agreement which has been reviewed by City Attorney Dave Snyder. Adoption of the Consent Agenda approved the Joint Powers Agreement with Washington County for the Kiosk Library Service at Hugo City Hall. Approve Property Line Adiustment for Xcel Energy at 15505 Forest Boulevard The applicant is requesting approval of a property line adjustment for properties located at 15505 Forest Boulevard North. The two properties in question are the location of the Xcel Energy substation. There is long line of property that Xcel Energy owns across the northwest quadrant of the City for their power lines. The applicant is proposing to have the substation be located on a separate parcel from the power lines. They are proposing to accomplish this by removing the center property line and enclosing the property for the substation. The property will create an approximately 3.3 acre parcel for the substation. The parcel with the power lines will be separate from the substation parcel. Staff finds that the property line adjustment reduces the extent of any nonconformities. Adoption of the Consent Agenda approved RESOLUTION 2010-3 APPROVING A PROPERTY LINE ADJUSTMENT FOR XCEL ENERGY FOR THE PROPERTY LOCATED AT 15505 FOREST BOULEVARD NORTH. Approve Appointment of Tom Windisch, Kris Birch, and Matt Rauschendorfer as New Parks and Recreation Commissioners On Monday, January 25, 2010, the Hugo City Council conducted interviews of six applicants for the three vacancies on the City of Hugo's Parks and Recreation Commission. Mayor Fran Miron and members of the City Council were very pleased with the high quality and strong interest of all the applicants. After discussion, the Hugo City Council agreed to recommend the appointment of Tom Windisch, Kris Birch, and Matt Rauschendorfer as the new Parks and Recreation Commission members. Adoption of the Consent Agenda approved the appointment of Tom Windisch, Kris Birch, and Matt Rauschendorfer as the new Parks and Recreation Commissioners.
