Minutes for the Hugo City Council Meeting of February 1, 2010 <br />Page 3 of 8 <br />Approve April 22, 2010 as Annual Board of Appeal & Equalization Meeting <br />Each year, Council meets as the Board of Appeal and Equalization with the sole purpose of <br />providing Hugo residents and business owners an opportunity to appear personally in front of the <br />Board to discuss their property market valuations. Washington County Assessor Bruce Munneke <br />has selected April 22 from 5:30 to 7:00 p.m. as the date and time on which to hold the meeting. <br />Adoption of the Consent Agenda approved April 22, 2009 at 5:30 pm as the City's annual Board <br />of Appeal and Equalization meeting. <br />Approve Joint Powers Agreement With Washington County for Electronic Branch Library <br />at Hugo City Hall <br />At its January 5, 2009 meeting, Council listened to a presentation by Washington County Library <br />Director Pat Conley on the installation of a library kiosk at Hugo Hall to be funded by a Library <br />Services and Technology Act (LSTA) Grant. Staff has been working with Washington County <br />for the past year on the details of the library kiosk. At its January 4, 2010 meeting, City Clerk <br />Michele Lindau provide the Council an update on the Washington County Library Kiosk to be <br />located at Hugo City Hall. Washington County Library Deputy Directory Joyce Schneider has <br />prepared a Joint Powers Agreement which has been reviewed by City Attorney Dave Snyder. <br />Adoption of the Consent Agenda approved the Joint Powers Agreement with Washington <br />County for the Kiosk Library Service at Hugo City Hall. <br />Approve Property Line Adiustment for Xcel Energy at 15505 Forest Boulevard <br />The applicant is requesting approval of a property line adjustment for properties located at 15505 <br />Forest Boulevard North. The two properties in question are the location of the Xcel Energy <br />substation. There is long line of property that Xcel Energy owns across the northwest quadrant of <br />the City for their power lines. The applicant is proposing to have the substation be located on a <br />separate parcel from the power lines. They are proposing to accomplish this by removing the <br />center property line and enclosing the property for the substation. The property will create an <br />approximately 3.3 acre parcel for the substation. The parcel with the power lines will be separate <br />from the substation parcel. Staff finds that the property line adjustment reduces the extent of any <br />nonconformities. Adoption of the Consent Agenda approved RESOLUTION 2010-3 <br />APPROVING A PROPERTY LINE ADJUSTMENT FOR XCEL ENERGY FOR THE <br />PROPERTY LOCATED AT 15505 FOREST BOULEVARD NORTH. <br />Approve Appointment of Tom Windisch, Kris Birch, and Matt Rauschendorfer as New <br />Parks and Recreation Commissioners <br />On Monday, January 25, 2010, the Hugo City Council conducted interviews of six applicants for <br />the three vacancies on the City of Hugo's Parks and Recreation Commission. Mayor Fran Miron <br />and members of the City Council were very pleased with the high quality and strong interest of all <br />the applicants. After discussion, the Hugo City Council agreed to recommend the appointment of <br />Tom Windisch, Kris Birch, and Matt Rauschendorfer as the new Parks and Recreation <br />Commission members. Adoption of the Consent Agenda approved the appointment of Tom <br />Windisch, Kris Birch, and Matt Rauschendorfer as the new Parks and Recreation Commissioners. <br />
