City Attorney Dave Snyder and City staff recommend this be <br />addressed as part of Hugo's Municipal Code, Chapter 6 Alcoholic Beverages and Chapter 30 Fee <br />Schedule. Adoption of the Consent Agenda approved ORDINANCE NO. 2010-439 <br />AMENDING CHAPTER 6, SECTION 85, OF THE MUNICIPAL CODE RELATING TO <br />PAYMENT OF PENALITIES FOR LIQUOR LAW VIOLATION, AND AMENDING <br />CHAPTER 30, FEES. <br />Approve Ordinance Amending Tobacco License Ordinance and Fee Schedule <br />At its March 4, 2002 meeting, the Council approved a resolution establishing civil penalties for <br />violations regarding the sale of tobacco. City Attorney Dave Snyder and City staff recommend <br />this be addressed as part of Hugo's Municipal Code, Chapter 38, Article 3 Tobacco, and Chapter <br />30 Fee Schedule. Adoption of the Consent Agenda approved ORDINANCE NO. 2010-440 <br />AMENDING CHAPTER 38, ARTICLE III, SECTION 38-47(C), OF THE MUNICIPAL CODE <br />RELATING TO PAYMENT OF PENALITIES FOR TOBACCO LAW VIOLATION, AND <br />AMENDING CHAPTER 30, FEES. <br />Approve Award of Cleaning Contract for Public Works and Fire Hall Buildings <br />At its December 7, 2009 meeting, the Hugo City Council authorized City staff to prepare a <br />Request for Proposals (RFP) for cleaning services for the City's Public Works and Fire Hall <br />buildings. Community Development Assistant Dennis Fields has received a total of six RFP's <br />for the cleaning contract and has reviewed the RFP's and performed reference checks. Adoption <br />of the Consent Agenda approved the award of the cleaning contract to Jani-King Commercial <br />Cleaning Services for the City's Public Works and Fire Hall buildings. <br />Public Hearing on Ordinance Repealing Storm Sewer Improvement Tax Districts <br />At its September 21, 2009 meeting, Council directed staff to prepare an ordinance to rescind two <br />storm sewer taxing districts after it was determined a builder in the Diamond Point East was <br />unable to combine two parcels in the Diamond Point development because they had different tax <br />codes assigned by Washington County. City staff determined that the lots had different tax <br />codes because of a Storm Sewer Improvement Taxing District that was created in 1996. The <br />City has two such taxing districts. District No. 1 was created to address flooding problems in <br />Hugo and May Township and included a joint powers agreement with May Township. This also <br />led to the creation of the Browns Creek Watershed District, which was formerly the Browns <br />Creek Watershed Management Organization, which was not a taxing entity. When this <br />happened, the Storm Sewer Improvement District became irrelevant. District No. 2 is over <br />parcels in the Creekview Preserve Development. The City has never levied a tax in either <br />district. City staff scheduled a public hearing for this evening on this issue. Mayor Fran Miron <br />opened the public hearing, and there were no comments from the public. <br />
