Hugo City Council minutes for March 1, 2010 <br />Page 3 of 8 <br />Approve 2009 Building Department Annual Report <br />Annually, the Community Development Department prepares its Annual Building Department <br />Report which highlights building activity that has taken place in the City of Hugo over the past <br />year. 2009 was a solid year for the City of Hugo in regard to residential and commercial <br />construction activities. The City issued 147 residential building permits, which is down from <br />188 in 2008 but still very strong considering the economy and surrounding communities. <br />This issue was tabled by the City Council on February 1, 2010 in order to allow the Planning <br />Commission to receive the report at its February 11, 2010 meeting. The Planning Commission <br />unanimously recommended approval of the 2009 Building Department Annual Report. <br />Adoption of the Consent Agenda approved the 2009 Building Department Annual Report. <br />Approve Resolution Extending the MOA for Maintenance on Judicial Ditch #2 <br />On July 27, 2005, the City of Hugo and the Rice Creek Watershed District (RCWD) entered into <br />a Memorandum of Agreement (MOA) to provide for the minor maintenance of Judicial Ditch #2. <br />At its Wednesday, February 24, 2010 meeting, the RCWD agreed to extend the MOA for an <br />additional five years, until December 31, 2014. All other terms of the MOA remain unchanged. <br />Adoption of the Consent Agenda approved the attached MOA for the maintenance of Judicial <br />Ditch #2. <br />Approve Lawful Gambling Permit for Pheasant Forever Event at Sal's Angus Grill on <br />March 8, 2010 <br />The City of Hugo has received an application for a lawful gambling permit for Pheasants Forever <br />who will be holding a charitable event at Sal's Angus Grill on Monday, March 8, 2010. City <br />staff has reviewed the application and found it to be satisfactorily complete. The charitable <br />gambling permit allows for the Pheasants Forever organization to conduct a charitable raffle. <br />Adoption of the Consent Agenda approved the lawful gambling permit for Pheasants Forever at <br />its charitable event at Sal's Angus Grill on Monday, March 8, 2010. <br />Approve Resolution for P.U.D. General Plan and Final Plat for Positive Companies Retail <br />Building in Victor Gardens <br />Positive Companies, Inc. requested approval of a PUD general plan for an 11,933 -square foot <br />shopping center on property located north of Frenchmen Road (CSAH 8) and east of Elmcrest <br />Avenue North. The applicant is also seeking approval of a final plat for a subdivision to be known <br />as "Positive" for the creation of 1 lot and 3 outlots. At its February 11, 2010 meeting, the Hugo <br />Planning Commission unanimously recommended approval of the P.U.D. General Plan for <br />Positive Companies. Adoption of the Consent Agenda approved RESOLUTION 2010-5 <br />APPROVING A PUD GENERAL PLAN FOR POSITIVE COMPANIES, INC. FOR <br />"POSITIVE" DEVELOPMENT ON PROPERTY LOCATED NORTH OF FRENCHMAN <br />ROAD (CSAH 8) AND EAST OF ELMCREST AVENUE NORTH and RESOLUTION 2010-6 <br />APPROVING A FINAL PLAT FOR POSITIVE COMPANIES, INC. FOR "POSITIVE"ON <br />PROPERTY LOCATED NORTH OF FRENCHMAN ROAD (CSAH 8) AND EAST OF <br />ELMCREST AVENUE NORTH. <br />
