City Council Meeting Minutes for June 7, 2010 <br />Page 3 of 9 <br />Approve Business Retention and Expansion Committees <br />At its May 10, 2010 meeting, the Hugo Economic Development Authority (EDA) discussed the <br />Business Retention and Expansion (BR&E) implementation project as they relate to the EDA's <br />annual goals. After the discussion, the EDA agreed to recommend the Hugo City Council <br />formally approve the project teams as subcommittees of the EDA. The four committees include <br />Marketing Committee, Community Events Committee, Downtown Committee, and Business and <br />Breakfast Committee. Adoption of the Consent Agenda approved the BR& E subcommittees. <br />Approve JPA with Chisago County Regarding Building Inspection Services <br />The City of Hugo was initially contacted by the Chisago County Building Inspection Department <br />regarding the City's interest in providing building inspection services on state buildings built in <br />Chisago County. Chisago County had contacted the State of Minnesota Department of Labor <br />regarding recommendations for building inspection services on public buildings and they highly <br />recommended the City of Hugo with the education and experience that both Building Official <br />Chuck Preisler and Building Inspector Scott Baller have had on public buildings in the City of <br />Hugo. After meeting with representatives from Chisago County, the Community Development <br />Director Bryan Bear and Building Official Chuck Preisler are pleased to recommend approval of <br />the Joint Powers Agreement, which has been reviewed by City Attorney Dave Snyder. Adoption <br />of the Consent Agenda approved the JPA with Chisago County regarding approved building <br />inspection services for the City of Hugo as well as the need for Chisago County to assist the City <br />of Hugo if and when that need arises in the future. <br />Approve Application from Pyrotechnic Display Inc. for Fireworks Display on Friday, June <br />11, 2010 at Hugo Good Neighbor Days <br />Annually for the past five years, the Hugo Lions have successfully solicited and received <br />donations for a fireworks display at the Hugo Good Neighbor Days Festival. The Hugo Lions <br />are pleased to announce that they have received donations for this year's fireworks display <br />during Hugo Good Neighbor Days. The City has received an application from Pyrotechnic <br />Display, Inc. for the fireworks display, which will be held on Friday, June 11, 2010. City staff <br />has reviewed the application and discussed with the Hugo Fire Department the standard staging <br />and precautionary measures by the Hugo Fire Department to provide for necessary public safety. <br />Adoption of the Consent Agenda approved the application from Pyrotechnic Display, Inc. for <br />fireworks on Friday, June 11, 2010 at the Hugo Good Neighbor Days Festival. <br />Approve Annual Performance Review for Utility Billing Clerk Jodie Guareschi <br />Jodie was hired by the City on June 17, 2002 as a front counter receptionist when the City moved <br />into the new City Hall. Over the past eight years, Jodie has worked as the City's Utility Billing <br />Clerk in the Finance Department managing more than 3,000 utility accounts in the City of Hugo. <br />Jodie also works as a member of the Hugo Fire Department as a firefighter/EMS responder and <br />administrative record keeper of BLS ambulance calls. Jodie is a loyal and committed member of <br />the City Hall team who has an attentive eye to detail with a good sense of humor. Jodie's <br />dedication to the Hugo Fire Department is well recognized as she is a respected and an integral <br />member of the daytime response team. Adoption of the Consent Agenda approved the annual <br />performance review for Utility Billing Clerk Jodie Guareschi. <br />
